Agenda Item 6 CONCLUSIONS Eurostat

2 IESS - feasibility studies
List of studies after IESS: add longitudinal weights Starting date of IESS implementation: derogations? Estat will clarify the situation and come back to LAMAS Studies on employment/unemployment in 2017: Estat will investigate ILO pilot tests in 2017 on status of employment Eurostat

3 IESS - Breaks in time series
Countries are free to choose the strategy to tackle the break (national responsibility); Estat is coordinating the exercise Estat will prepare 2 timetables (Q1 2019, Q1 2020) with actions linked to flowcharts and breaks Will be discussed in TF1: list of indicators, parallel sample, release date, time span of revision, etc. TF1 proposal -> Discussion with small group of countries outside TF1 -> Decision in June 2017 LAMAS Estat will provide funding Eurostat

4 Definition of household and residence
General support from LAMAS on definitions Estat will work on detailed guidelines for the specific cases, especially tertiary students No family ties in the definition of HH concept Discussion in Estat about acceptance criterion for deviations (margin of error instead of 0.1pp) Eurostat

5 Model questionnaire on employment/unemployment
Compliance with ILO criterion: no final decision yet, further checks needed (esp. on "pay and profit") Starting point for 'At work' = V1/V5 as most countries currently follow this approach Small jobs: interim solution for the short term, plea from ILO for recovery questions TF1 will work on detailed & simplified (without the criterion 'one box – one question') flowcharts For absences: parental leave, etc. will be tackled by TF1 Dependant interviewing to be further discussed in TF1 and TF3 Eurostat

6 Work organisation and working time arrangements
Test for RECHOURS and PLACEWK in Germany Estat service contract for RECHOURS, PLACEWK, OTHERLOC PLACEWK to be tested as proposed by DG EMPL (with 6 answer modalities) Results will be analysed by TF2 (April 2017) -> proposal to June 2017 LAMAS Model questionnaire outside legal basis Eurostat

7 Working time Two options still alive:
Working time in 2nd job, NACE 2nd job and EXIST2J on #of jobs Working time in all jobs, NACE 2nd job and EXIST2J on 2nd job Look at current French practice for total working time Ask Estat NA colleagues for written opinion Inform LAMAS about Estat NA needs Make proposal to be discussed in TF2 -> June 2017 LAMAS Eurostat

8 Care needs LAMAS not fully satisfied with NEEDCARE
General agreement on broadening the entry filter Can live with the revised option 2, where answer category 3 will be improved (AT proposal) Check that respondents are not asked twice Further reflection on answer modalities of the REASon variables Eurostat

9 MIGREAS LAMAS supports inclusion of this variable in the core LFS as biennial variable Only asked to people aged 15+, without automatic coding for people migrating when aged 15- Further improve categories linked to employment (EL proposal) Eurostat

10 Subsampling LAMAS agrees to merge BACKGR and JOBDET
Further work by TF3 on dependant interviewing and subsampling, input from June 2015 workshop Report back to LAMAS Eurostat

11 Educational variables and 'Young people on the labour market' module
LAMAS agrees to drop HATMONTH Overall support to include HATWORK in the annual core LFS but with filter reduction -> TF2 should come with precise proposal (age 15-34?, people currently studying?) Commitment to have module with max 7 variables Estat will work on burden estimation -> June 2017 LAMAS (with TF2 or TF3) Eurostat

12 Labour Market Flows LAMAS welcomes the development work done
Recognition of the importance for users Average for quarterly flows: agreement on dissemination as experimental statistics (written consultation on data to be published; national data (all breakdowns) can be transmitted) -> make clear to users that it is model-based, experimental statistics Year to Year flows: Full support from LAMAS for task force discussion late 2017 Eurostat

13 Quality monitoring of MUR estimates
Training in the Netherlands: travel costs reimbursed for 1 delegate per country Participation to be communicated before 15 January General support on the quality framework Work in progress; annual exercise Document will not be published (internal LAMAS) Excel table to be made available for countries MUR implementing act to be discussed in June 2017 LAMAS meeting; before revised version to be circulated Eurostat

14 Variance estimation in the LFS
2015 data transmission of PSU, STRATA, SSU and FSWEIGHT AT, BE, DE, FI, HR, IE, IT, LU, NL, RO, SE, SK missing To be sent as soon as possible to Estat (not possible for DE) Also for EFTA and candidate countries Eurostat

15 Ad hoc requests and confidentiality
For tailor-made tables with only 'b' flags: LAMAS agreement to publish the list of requests with reference period and without info on users For tailor-made tables with 'c' flags: Estat will prepare a draft agreement and countries will check it with their legal unit DE, DK, IE will check their position as regards ECB Estat will discuss with users about consequences Eurostat

Regional issues Feasibility studies for 1km² grid rejected; Estat will look at alternative methods Anonymised microdata LFS main indicator releases SDMX for Labour Statistics Eurostat
