2 Pennsylvania Overview
FY Budget- Smoother than last year, because of more realistic expectations. FY Budget will be very difficult, with a large fiscal whole to fill. 2016 Elections Preview. Pennsylvania will be a key state in the Presidential campaign PA US Senate Race will be a top national target for both sides State House or State Senate- Not much change is expected in either Chamber.

3 PAELA Legislative Issues for 2016
Power of Attorney Legislation HB 655- Rep. Keller’s Bill on commercial POA’s. In the Senate Judiciary Committee. SB 1104/Act 79- POA Amendments. PEALA was actively engaged in process of passing this Bill and supported final passage. HB 299-Creates a penalty for agents who abuse the power of attorney and provides for the seizure of discoverable evidence relative to the agent’s financial transactions on behalf of the incapacitated principal. Passed the House, stalled in the Senate Judiciary Committee. PAELA opposed the Bill.

4 PAELA Legislative Issues for 2016 (con’t)
SB 568- Guardianship Changes. PAELA formally opposed and asked for amendments to the Bill. The House Judiciary Committee is expected to act on this in the Fall. SB 879/Act 17- Pennsylvania’s ABLE Law Act Bills. PAELA actively worked on this issue, but took no position on the final Bill. HB 786 and HB Proposed Amendments to the OAPSA. This will be an issue to watch in the Session. SB Former Senator Pileggi’s Digital Assets Bill. Passed the Senate and stuck in House Judiciary Committee.

HB PACE/PACENET income changes. Community HealthChoices- Managed Long Term Support Services (MLTSS)- Stakeholder process continues and additional LIFE program funding Waiver Spend Down Advocacy Effort- PAELA meetings with DHS OLTL on possible waiver options Senator Brooks’ proposed legislation
