The project’s name can mean two things: One, that the school is on a fight (LA BAN) against tobacco. And two, that this fight is won through the School’s bans (eskweLA BAN) on tobacco.

The strict implementation of the school’s bans contained in DepEd Order no. 48, s. 2016, or the Policy and Guidelines on Comprehensive Tobacco Control is our strong declaration of the school’s fight against tobacco.

THIS PROJECT AIMS TO Help schools win their fight against tobacco by building their capacity to implement the following tobacco control policies and bans, contained in the Policy and Guidelines on Comprehensive Tobacco Control.

THE POLICY BANS

In partnership with the Tobacco-Free Kids Action Fund, the Department of Education is conducting a series of activities to strengthen the implementation of the Policy and Guidelines on Comprehensive Tobacco Control.

Policy and Guidelines on Comprehensive Tobacco Control

The project EskweLA BAN sa Sigarilyo aims to build the capacity of the Department of Education to implement DepEd Order no. 48, s. 2016, or the Policy and Guidelines on Comprehensive Tobacco Control. Specifically, the Department Order facilitates the enforcement of the following policies:

Absolute smoking bans in schools and DepEd offices;
Ban on the sale of tobacco products in and within the 100-meter perimeter of schools and the prohibition to sell or distribute tobacco products to minors anywhere; Ban on tobacco advertising within the 100-meter perimeter of schools; Effective October 18, 2016, the Department Order has institutionalized the following strategies to support of the implementation of the aforementioned policies:

Ban on promotional items for minors;
Prohibition on the distribution of samples of tobacco products to minors; Ban on tobacco sponsorships of any school activity; Prohibition on public officials against receiving any form of contribution directly or indirectly from the tobacco industry; Protection against tobacco industry interference, through measures such as reporting interactions with the tobacco industry, disclosing interests in the tobacco industry, and refusing or rejecting any offers or contributions from the tobacco industry.

Monitoring and reporting.
Information, education, and communication; Cessation interventions; Collaborations, partnerships, and linkages; Capacity building of school officials, personnel and students; and Monitoring and reporting. The Department Order covers public and private schools, as well as school heads and management except where provisions are applicable only to public officials. It also applies to all DepEd officials.
