2. Casework: Medicare Premium Payment
Mrs. Smith enrolled in Medicare Part A and Part B with an entitlement date of September 1, Mrs. Smith has free Part A. Mrs. Smith wanted to delay her Social Security benefit until she is 70 years old. Therefore, she is being billed directly. The bill comes from the Medicare Premium Collection Center. On October 16, 2015 when Mrs. Smith received her Medicare card, she contacted the SHIBA program and had a counseling session with a SHIBA volunteer. Mrs. Smith enrolled in a Medicare Advantage Plan with prescription coverage. Mrs. Smith receives the Form CMS-500 “Notice of Medicare Premium Payment Due” each month and she pays the premium. However, she questions why the amount is so much more than the normal Part B premium. On November 7, 2015, Mrs. Smith received a letter from Social Security Administration (SSA) stating she is being assessed for 2015 and 2016 Part B and Part D Medicare Income Related Monthly Adjustment Amount (IRMAA). Mrs. Smith went to SSA to request that her Part B and Part D IRMAA be waived. Mrs. Smith received a letter February 2016 stating that her 2015 and 2016 IRMAA for Part B and Part D are waived. Mrs. Smith is now requesting a refund.
