Background and (RIS3) context of the case
The Ministry of Industry and Trade of the Czech Republic decided to open a special complementary CS2 call under PA1 OPEIC Aplikace programme The objective behind this action was to deepen the already solid success of Czech subjects in CS2 Aviation is a cross-sectoral industry with a high presence of Key Enabling Technologies that has been experiencing a continuous growth in the Czech Republic for the last couple of years The special call is a result of a long term cooperation between MIT and CSJU which was established on 29 March 2016 by mutual signing of the Memorandum of Understanding Following that, MIT organized a CS2 conference in February of 2017 which was attended by high CSJU and MIT representatives as well as key stakeholders

Why synergies are important?
The main reason for implementation of synergies and complementarities between ESIF and framework programmes is to stimulate enterprises towards higher participation in programmes such as Clean Sky 2 This goal could be achieved through the opportunity to utilize similar version of projects in both types of funding titles As a result, enterprises should have a wider range of options and it should hopefully reduce the pressure on some particular ESIF programmes for research and innovation support where the demand for funding highly exceeds the budget allocated for opened calls Preparation for the post 2020 period should be a priority

Challenges The key topic was the ceiling for LE in PA 1 OPEIC
The original OPEIC programme document set the limit 20 % for LE in PA 1 This issue was discussed with the representatives of the European Commission throughout 2017 and the result was subsequently approved by the OPEIC Monitoring Committee As a result, some exceptions were authorized including a possibility of implementing projects where LEs' directly cooperate with SMEs under SO 1.1 "Increasing innovation performance of enterprises" which was crucial for the CS2 complementary call because it facilitated the creation of effective collaboration consortia The pressure from the EC on the Czech Republic to implement synergies and complementarities was a key factor Díky prosazování myšlenky synergií a komplementarit v Bruselu se otevírá cesta pro LE + SME – konsorcia s účinnou spoluprací

How does it work? The special complementary call under PA1 OPEIC programme Aplikace was launched on 1 December The allocation of funds for projects under this call amounts to CZK 400 million/EUR 16 million deadline for submitting projects in question is by 30 April 2018 only consortia meeting the conditions for effective cooperation can submit an application for support due to LE limits The range of support per one project 1 – 50 million CZK (∾ 40 thousand – 2 million EUR) Maximum aid intensity is up to 70 % of eligible costs Eligible costs of the partner cannot account for more than 50 % of the total amount per one project
