2008 – Parliament adopted new Professions Act; 8-levels Estonian National Qualifications Framework (ENQF) compatible with EQF
2009 – Kutsekoda appointed as National Coordination Point for EQF implementation
– referencing ENQF to EQF
NCP grant for referencing EstQF to EQF. May 2010 – April 2011

3. February 2010 – Steering Committe
Members from the Ministry of Education and Research, Ministry of Finance, Ministry of Social Affairs, representatives among students, workers, empolyers etc.
September 2010 – experts start work on report
4 different subchapters – basic education, VET, higher education (also used as the QF for EHEA self-certification report), Proffesional system
November 2010 – first draft of the referencing report
January 2011 – Report is translated into English

4. February 2011 – Meeting with the foreign experts

8. Problems encountered Basic education levels
Basic upper secondary education – 3. or 4. EQF level?
There is still no legal act or final decision linking the basic education to EstQF.
