Overview Recent and coming changes to the IPEDS student financial aid component The new IPEDS Data Tool for accessing institutional data related to financial aid and finance Other changes due to the Higher Education Opportunity Act (HEOA) I changed result in to result of in the third bullet.

Financial Aid Data Collected in IPEDS Prior to This Year Was very limited For full-time first-time degree/certificate seeking students Included number of students receiving aid and average amount of aid for these categories: Any aid Federal grants State/local grants Institutional grants Loans

4 IPEDS Student Financial Aid Survey Component Changes
New Financial Aid Data Collected in and NCES wanted to disaggregate some aid categories (break out Pell from other federal grants; break out loans from federal loans) Initially introduced these changes as optional for HEOA passed which caused us to have to make them—plus other additions—mandatory in HEOA also caused us to collect more financial aid data for in order to report net prices

9 IPEDS Student Financial Aid Survey Component Changes
Clarification in Throughout these instructions the word “received” refers to aid that was awarded to, and accepted by, a student. This amount may differ from the aid that is disbursed to a student. For example, a student may accept aid that was awarded by the institution but then leave the institution prior to the aid being disbursed. In this case, because the student accepted the aid, please include this aid to the student in your report, even though the amount of aid was NOT actually disbursed to the student.

Higher Education Opportunity Act of 2008 (PL ) Signed into law August 14, 2008 Has several provisions that mandate new reporting requirements (e.g., consumer info being reported for College Navigator through IPEDS, multi-year tuition calculator on Navigator) Also has many new disclosure requirements (e.g., employment placement rates, graduation rates by federal aid categories, net price calculator) that institutions should be aware of but are not IPEDS

State Higher Education Spending Charts NCES must post to College Navigator; goal date: August 2009 For each state for each of the 5 most recent preceding academic years % change in: (1) spending per FTE student at all public institutions; (2) tuition and fees for such students for all public institutions; and (3) the total amount of need-based aid and merit-based aid provided by such State to FT students enrolled in public institutions NCES plans to use exiting IPEDS data; no additions to IPEDS
