2 POLICIES ASSOCIATED WITH SCIENCE, TECHNOLOGY AND INNOVATION IN FISHERIES AND AQUACULTURE
Ing. Daniela Rocio Hurtado Centeno

3 NATIONAL POLICY OF THE FISHERIES AND AQUACULTURE SUBSECTOR
The Ministry of Production (PRODUCE), in collaboration with FAO, is developing a proposal for a National Policy on Fisheries and Aquaculture, with the aim of having a document that establishes the orientation in the short and medium term of fishing and aquaculture management in the Peruvian economy.

4 NATIONAL POLICY OF THE FISHERIES AND AQUACULTURE SUBSECTOR
In 2017, a work structure was agreed upon to guide the entire process: Compile and systematize the available information. Participatory workshops under the methodology of focal groups . Preparation of a national diagnosis of fisheries and aquaculture, identifying problems and their dimensions. Proposal of general, specific objectives, axes of development of the National Policy on Fisheries and Aquaculture and socialization. Preparation of a Strategy and Action Plan for the implementation of the National Policy on Fisheries and Aquaculture. Presentation of the final proposal of the National Fisheries and Aquaculture Policy, pre-publication, systematization of observations and comments. (regulations, studies, among others). with representatives at the national level of the artisanal fishery, small scale, industrial, fish farmers, exporters, regulatory entities, researchers and academia, civil society, among others the participatory workshops on the aquaculture component have been successfully completed.

5 Fisheries and Aquaculture
STRATEGIC OBJECTIVES 1. Increase the competitiveness of the economic agents of the Production Sector. PESEM (RM N° PRODUCE) Fisheries and Aquaculture 2. Strengthen the business development of the MIPYMES. 3. Improve the value chain of hydrobiological products.

6 Fisheries and Aquaculture
ESTRATEGIC ACTIONS Improve the value chain of hydrobiological products. Promote the formalization of the artisanal and aquaculture fishing activity Improve the level of compliance with health and safety standards of products of fishery and aquaculture origin Promote access to financing of artisanal fisheries and aquaculture Promote innovation in fisheries and aquaculture Promote the internal trade of hydrobiological products Strengthen the management of fisheries and aquaculture by making sustainable use of hydrobiological resources Promote the sustainable development of aquaculture PESEM (RM N° PRODUCE) Fisheries and Aquaculture

9 NATIONAL PROGRAM OF INNOVATION IN FISHERIES AND AQUACULTURE
This program seeks to renew the model of competitive development of fisheries and aquaculture, promoting its competitiveness, its sustainable contribution to food security, productive diversification and the conservation of natural resources. One of the main challenges of the PNIPA is to move from an extractive development model to another for culture development, and it will do so by connecting economic opportunities with ideas and development projects in the Peruvian economy. It has the main office in Lima and six offices in Piura, San Martin, Ancash, Junin, Cusco and Puno.

12 APEC PROJECTS Project Title OBJECTIVE
Development of Tools of Ecological Risk Assessment of Impacts of Climate Change on Fisheries and Aquaculture Resources (2016) Strengthen the capacity building regarding the existing ecological risk assessments for mitigation and adaptation to climate change impacts in marine fisheries and aquaculture resources and their supply chains. Developing a Manual of Good Practices to Improve the Supply Chain of Marine Products Aiming to Maintain Health of the Fish Stock, Strengthening Food Security and Enhancing Trade in the Asia-Pacific Region  (2015) Improve the supply chain of marine products to increase economic growth of fisheries, to achieve healthier products for human consumption, to strengthen food security, to create more job opportunities for fishermen´s family, to decrease the extractive pressure and maintain the health of marine resources and, in an indirect way, strengthen the trade of fishery and marine products.  Potential Contribution of Small Pelagic Fish to Food Security within the Pacific Region (2010) Contribute to the long term food security in Indonesia and Philippines by offering a sustainable source of high-quality protein at low cost, providing examples to other APEC economies Harmonizing Quality and Traceability Standards for Pecten Trade in the Asia - Pacific Region (2008) The main objective of the project is to create a mechanism to be able to characterize the quality of Pectens which are commercialized in the Pacific river basin.  we are proposing to develop a Manual on Good Practices to reduce or eliminate such losses in order to have a healthier product for human consumption, strengthen food security, increase the income of fishing communities, decrease the extractive pressure and maintain health of marine resources, providing better quality products and improve fishery trade. 2016 1) Raise awareness through objective, flexible and cost-effective ecological risk assessment, and its application in the frame of research and management investment associated to adaptation responses to climate change. 2) Socialize participants’ local experience with different specialist and non-specialist stakeholders in the Asia-Pacific region, benefiting researchers of public, private and academic entities. 3) Increase knowledge about environmental parameters that determine potential impacts of climate change, and about life-history stages, habitats, fisheries and aquaculture resources that are more vulnerable to climate change; through the distribution of the technical report of the project to all economies. 2015 The specific objectives to attain this goal are: 1) Determine the critical points of the supply chain of fishery products coming from the artisanal and small-scale fishery; 2) Expand the understanding of constraints and challenges faced by fishermen around supply chain of fish products for human consumption; and 3) Develop a manual of management and quality assurance to reduce economic losses and overfishing. 2010 . The specific key objectives are to: a)   Analyze the existing data on capture, processing, and consumption of small pelagic fishes within the APEC economies of Philippines and Indonesia and collect new data through surveys that will aim at understanding local consumption habits, levels of capture of small pelagic fishes and identifying strategies to overcome market impediments for consumption of small pelagic.  b)   Share the research and management techniques for monitoring and regulating small pelagic fisheries in Peru and to identify new programs that could be applied in order to help manage and regulate those fisheries. 2008 1.     Contribute to the current understanding of traceability and quality standards      management of the Pectens in the Pacific Region.   2.     To make a competitive product of high quality for each market. 3.     Develop protocols which enable prepare models to characterize other important      species in the aquaculture trade
