Why was a Union General elected as President?

The end of President Johnson
Last lesson we look at the fact that Johnson was impeached on the grounds of “high crimes and misdemeanours” and that he had removed the Secretary of War Edwin Stanton (most of the impeachment articles rested on the latter). However, despite the run in with Congress, there was always a chance he would survive on the fact that there was no vice – President (that use to be his job) and many didn’t want Benjamin Wade taking up the post (too radical). It was in fact some Senate Republicans who saved him in the end and some reassurances that he would not obstruct Republican Southern policy and in the end he was one vote away from a two-third majority and being impeached. Johnson would also go on to loose the Candidacy for the Republican party to Ulysses Grant, but not before a parting gift……

The Christmas Amnesty From Proclamation 179 – Granting Full Pardon and Amnesty for the Offense of Treason Against the United States During the Late Civil War, 25 December 1868. Whereas the President of the United States has heretofore set forth several proclamations offering amnesty and pardon to persons concerned in the late rebellion against the lawful authority of the Government of the United States. Whereas the authority of the Federal Government having been re-established in all the States and Territories within the jurisdiction of the United States. It is believed that such prudential reservations and exceptions, as at the dates of the proclamations, were deemed necessary and proper may now be wisely and justly relinquished. Therefore a universal amnesty and pardon for participation in the rebellion will be extended to all who have borne any part therein (with restoration of all rights and privileges, and immunities under the Constitution). This will tend to secure permanent peace, order and prosperity throughout the land and renew and fully restore confidence and fraternal feeling among the whole people, and their respect for and attachment to the National Government, designed by its patriotic founders for the general good. The Election of 1868 This was the first Presidential election since the end of the Civil war and it was always going to be a battle over reconstruction. Despite Johnson running as a candidate, it was in fact Horatio Seymour from New York and Francis Blair as his running mate who got through. They then went head to head with the Republican candidate Ulysses Grant, the Union general who had won the war. TASK: Using the information on the next slide, explain what type of people would have voted for each candidate and why. Francis Blair- from Kentucky, represented Missori, abolitionist (former member of Free Soil and Republican Party) but very racist wanted to remove black population to Central and Southern America. He was a Union soldier with a high reputation

The Election of 1868 DEMOCRAT: Horatio Seymour Home town: New York
Platform: Openly white supremacist and clearly stood against black equality. They wanted to repeal a lot of what had taken place and put it back in control of white leaders. They felt the decisions should be left in the hands of the states. They did want to start bringing some of the North in to the South. Slogan: ‘This is white man’s country: Let white men rule’ REPUBLICAN: Ulysses Grant Home town: Illinois Platform: He had won the war. He understood that people wanted to reunite the North and South so promised to support Reconstruction, but wrap it up quickly. He also thought that the former rebels should be supressed, that more people should migrate South and that black people should be given the vote. Slogan: ‘Let us have peace’ Seymour: White people. was popular in the South, but also places like New York and New Jersey. Grant: The North (especially Northern Conservative and Capitalists – they feared Democrats would open the Reconstruction question) and recently freed slaves. The popular vote margin was only about 300,000. With 500,000 black votes cast, it was clear that former slaves provided the margin of victory.

Why was Grant able to win the Presidency?
You have each been given some reading from A Short History of Reconstruction. Based on this reading and your work in the previous activities you should complete the following tasks. TASKS: What are Grant’s aims and policies going to be as President? To what extent did Grant win the election because he was a war hero? How far did the Democrats secure their own defeat? According to the reading, what impact did the violence and terror in the South have on outcome? What impact did Grant’s success have on the Republican party? How did the South feel about the election of Grant?
