Scenario Planning for 2018 1. Camp Consolidation and Camp Closure.
Current camps should be categorized into the three groups: Destination Camps, camps that have the services and the infrastructure to host IDPs relocated from other camps, Second Priority camp with moderate services, which should close if returns accelerate but are too populated or complicated to be closed at the current time and Priority Camps, camps that should be prioritized for closure. 2. Forced Returns and Voluntary Returns. Forced Return: All returns that do not adhere to the principle of voluntariness can be characterized as forced returns, and are contrary to the GoI’s obligations under international human rights law. Voluntary Return: IDPs should be able to choose between a range of solutions to their displacement, including return to their area of origin, local integration, or resettlement in another part of the country. 3. Expected elections and election violence etc. ***Elections are expected to take place in May 2018***
