Despite official neutrality, FDR & Congress begin preparing for war, shouldn’t US help defend democracy? 1. Cash-and-Carry, 1939: warring nations could buy US weapons but must pay cash & transport weapons 2. Burke-Wadsworth Act, 1940: Selective service will conduct 1st ever peacetime draft, 16 mill. registered, 1 mill. drafted 3. FDR’s Four Freedoms Speech, 1941: 1. freedom of speech 2. freedom of worship 3. freedom from want 4. freedom from fear 4. Lend-Lease Act ,1941: lend or lease weapons & supplies to “any country whose defense was vital to the US” 5. Atlantic Charter ,1941: FDR & Churchill meet to discuss post-war Europe

US declares war on Japan
Japan attacks the US Tensions grow between US & Japan over China Early 1941: US stops sending supplies to Japan (esp. oil) 12/7/1941: PM Tojo orders Japanese warplanes to bomb US Naval ships located at Pearl Harbor, Hawai'i Roosevelt asks for a declaration of war on Japan, calling the event “A date which will live in infamy” US declares war on Japan

Another World War Germany declares war on US Japan attacks US in Guam, Wake Island, Philippines FDR asks Gen. MacArthur to leave Philippines to take over Pacific War - tells Filipinos “I Shall Return”
