4 Understanding the Grids
What: Legislative Grids are a summary of all the proposed new rules or changes to the current rules for Division II Why: Sept. 23-November 1—Committee members or institutions can change something on SPOPL; however, cannot go outside scope of proposal. November 15—Official Notice November—SAAC develops position statements January-Membership Convention—SAAC speaks August 1-Amendment becomes effective The comments and votes of each campus SAAC are compiled from these grids and become the voice of the national SAAC before legislation is voted on and becomes effective 11/23/2018

5 COMPLETING THE GRIDS Sample Legislative Grid
Proposal Title and Number Intent Statement Abbreviated Rationale in Italics S O A Comments Eligibility – Seasons of Competition – Scrimmages and Exhibition Contests (No. 2-15) To specify that a student-athlete may compete in scrimmage(s) and/or exhibition contest(s) against outside competition without using a season of competition. Student-athletes should be permitted the opportunity to compete in permissible scrimmages and/or exhibition contests against outside competition without using a season of competition. These contests are not official and do not impact regular-season, conference or national championship competition. This is a sample of what the grids look like when they arrive on each campus 11/23/2018

6 Grid Components Proposal Title and Number: This component is used to categorize the legislation if/when it would be added to the Division II manual. Intent Statement: This component details what changes or additions would be made to the current rules. These get to the heart of the proposal. Abbreviated Rationale: This component explains why the sponsor of the proposal thinks the change is necessary and good. The rationale should spark discussion. This component will always be in italics on the grids. 11/23/2018

7 VOTING S Support O Oppose A Abstain Comments 5 7 3 Oppose- Gives an unfair opportunity to compete to red-shirt S-A Support- These games do not count towards championships so they are more like practice than competition  The comments section is the most crucial portion of grid completion, because national SAAC determines its position from these comments. In a close vote, always write comments for both positions. S—Support O—Oppose A-Abstain Comments-Opportunity to speak on the position Ex: It’s important to write the tally for each position, not just check one box. 11/23/2018

8 Submission and Deadlines
Each campus sends completed grids via or hardcopy to their respective conference or independent representative on the national SAAC- Deadline: determined by the respective SAAC reps. National SAAC representatives send the completed grids to the national SAAC vice-chair- Deadline: November 1, 2005 11/23/2018

National SAAC members see proposals for the first time September/October Grids are put together and sent to each campus Grids are due to national SAAC rep. by late October November National SAAC determines positions January 2006 Convention National reps. speak on the convention floor!! 11/23/2018

11 FINISH LINE National SAAC represents over 65,000 Student Athletes
Each campus submitting grids results in an accurate reflection of all S-A Grids are the voice of the student-athlete in the NCAA. 11/23/2018
