Specific objectives in 2014-2020

Legal Basis (Art. 2 CPR) The result to which an investment priority or Union priority shall contribute in a specific national or regional context through actions or measures undertaken within a priority Specific objectives thus reflect the change, including the direction of the change, which the Member State seeks to achieve with EU support. Types of actions set out in an investment priority should contribute to the specific objectives

Principles Specific objectives (SO) should:
Be more specific than the IP Be different for each IP Should clearly be linked to one IP Be a stepping stone in a coherent intervention logic Not contain (key) actions or quantified targets Logically link to proposed indicators and actions Be derived from a problem analysis and hint towards a solution

SO: "Increasing the availability of high-quality, sustainable and affordable solutions for the care of a dependent member of the household, especially children, in order to increase the employment rate" Indicators: Result: (1) Participants in employment upon leaving; Output: (1) Unemployed, including LTU PROPOSALS: SO: Increase employment of people with care responsibilities, especially of women Indicators: Results: (1) Women in employment with care responsibility; Output: (1) Female unemployed with care responsibilities .

SO: Eliminate horizontal and vertical gender segregation in the labour market and vocational training Indicators: Result: (1) Participants in employment upon leaving; Output: (1) Unemployed, including LTU PROPOSALS: SO 1: Increase low skilled women's participation in labour market SO 2: Increase training of women in under-represented professions SO 3: Develop a strategy combating gender stereotypes in education

Adaptation of workers, enterprises and entrepreneurs

SO: Increase employment in supported enterprises Indicators: Result: (1) Participants with upgraded skills upon leaving, (2) participants in employment upon leaving, (3) participants in employment 6 months after leaving; Output: (1) number of participants, (2) number of supported SMEs PROPOSALS: Change the IP because the SO is about people entering employment SO 1: Increase employment of x type of people…… SO 2: Raise skills level of low skilled unemployed SO 3: Increase awareness of SMEs to develop innovative ways of work, including health and safety at work

Sustainable integration into the labour market of young people, in particular those not in employment, education or training, including young people at risk of social exclusion and young people from marginalised communities, including through the implementation of the Youth Guarantee

SO: Sustainable integration into the labour market of young people (aged 15-24) not in employment, education or training Indicators: Results (1) Participants gaining qualifications immediately after participation in training; Output (1) NEETs (aged 15-24) who begin to participate in “youth guarantee” measures (2) Participants under the age of 25 PROPOSAL: SO 1: Increase integration of NEETs in vocational training SO 2: Increase business counselling for NEETs

Active inclusion, including with a view to promoting equal opportunities and active participation, and improving employability

SO: Promote labour market integration of population exposed to the risk of social exclusion.
Indicators: Result: (1) Participants in employment or active employment measure within six months after leaving; Output: (1) Number of people at risk of soc. excl., including LTU PROPOSAL: SO: Increase labour market participation of people at risk of social exlusion, in particular of X type of people Indicators: Result (1) Disadvantaged participants in first labour market upon leaving, (2) Disadvantaged participants in second laobur market upon leaving; Output: (1) disadvantaged participants

Improving the quality, efficiency and openness of tertiary and equivalent education with a view to increasing participation and attainment levels

SO: Provide good-quality, open higher education that is adequate for the labour market Indicators: Results: (1) Share of students in MINT programmes in the total student population; Output (1) Number of developed common programmes, incl. in EU language PROPOSALS: SO 1: Develop/update a skills development strategy SO 2: Curriculum development for MINT studies SO 3: Increase the number of MINT students SO 4: enhance access to higher education of X type of people

Enhancing access to lifelong learning, upgrading the skills & competences of the workforce & increasing the labour market relevance of education & training systems

SO: Improving the quality and effectiveness of lifelong learning with an emphasis on the development of core competences and enhancing and upgrading skills Indicators: Result: (1) Average age of general practitioners, (2) Number of health professionals, which after education are active in health care system; Output: (1) Employed, including self-employed PROPOSAL SO (1): Develop a lifelong learning strategy for core competences SO (2): Develop innovative lifelong learning approaches for core competences SO (3) Increase lifelong learning for core competences

SO: Increase the competitiveness of human resources
Indicators: Result: (1) System of medium-term forecast on demand for human resources developed, (2) Persons gaining or improving qualification and competences after leaving; Output: (1) Number of SME supported (2) participants, (3) No of medium term forecasts on demand for human resources in the labour market PROPOSAL SO (1): Increase number of people with ISCED X level competences/ with competences in X SO (2): Develop a system for skills forecasting in medium term
