2 Vocabulary Flash Flood: a very sudden increase in runoff. A flash flood will cause a river to flow over its banks. Flood Stage: the water level at which a river overflows its banks. Levees: are high ridges along the banks of rivers that prevent flooding. Reservoir: a lake made by a dam.
