UM-MoE HIR in CRISIS? 114 papers / month needed!
Situation very serious for UM HIR in terms of KPI delivery Number of Tier 1 papers published from August 2011 to February 2014 was only 1,005 (29.6%) Shortfall of 2,395 (70.4%) Tier 1 papers from targeted 3,400 Tier 1 papers promised to MoE by December 2015 Only 21 months left to deliver this balance 114 papers / month needed! In January and February 2014, only 114 papers achieved!

How is our preparation? 114 papers / month needed! 03 04 05 06 07 08 09 10 11 12 01 02 2014 2015 2016 We are here in March 2014 1,005 Tier 1 papers published (29.6%) Acceptance of papers takes time and must be considered. All papers to meet HIR KPI must be SUBMITTED by July 2015 End of Project December 2015 3,400 Tier 1 papers

UM-MoE HIR in CRISIS? PIs and their students and RAs must show URGENCY in their research and delivery of KPIs Infuse SENSE OF URGENCY to overseas collaborators Insist on RAPID DELIVERY from Outsourcing Work PIs and RAs must stay focused in getting papers submitted and published Must have targeted output every week based on SHORTFALL STATUS Acceptance of papers takes time and must be considered All papers to meet HIR KPI must be SUBMITTED by July 2015 MoE will not accept data based on evidence of submission URGENCY SADLY LACKING – NO BUSINESS AS USUAL FROM NOW ON!

PUNITIVE ACTIONS FINAL WRITTEN WARNING to be issued by VC in June 2014 to those who have not met 50% of the publication targets Committee will be more STRICT IN ALLOWING ATTENDANCE OF CONFERENCES with immediate effect WARNING OF TERMINATION of 2015 funding if no improvement shown PIs with FAILED PROJECTS will face the following punitive actions Not allowed to apply for research funding for a period of 2 or 3 years No privilege leave from the university (conference, research, sabbatical) No promotion for tenured staff for a certain period of time No renewal for those on contract

Immediate action To declare HIR in CRISIS MODE?
To place HIR in priority by Support Services (JPPHB, Bendahari, BSM, PTM, ICR, Legal Unit) To tighten monitoring of ALL projects To ensure obtaining KPI date in Real Time To speed up employment of RA, this will be handled by Central Secretariat on 1st April 2014

UPDATE ON HIR II OUR PLAN Request for RM 1 billion
Capital Expenditure (CAPEX – Equipment) should NOT EXCEED 40 % of the Overall Total 40 % = 400 million 60 % of the Overall Total should be OPEX (Operational Expenditure) 60 % = 600 million

UPDATE ON HIR II Chancellory has asked the HIR Committee to look into the request for equipment There should be minimal or no duplication of equipment purchased under HIR I High-end equipment to be housed in Central Facility Labs will be prioritized Equipment must serve groups of researchers, not individuals Smaller items for individual projects should be requested during full submission
