October 1, 2015

3 PSS - So Where Are We? The Contracts Operation Division has focused on: completing the migration process; refreshing the 8 program solicitations; issuing mass modifications to all contract holders and continuing to pursue “normal” workload (eg. offers, modifications and options).

4 What Impact on eBuy is this transition having?
Ordering agencies can not post any new RFQs between September 15 - September 30, 2015 using any of the single schedule programs - they are being redirected to use 00CORP. All RFQs posted prior to September 15, 2015 will proceed on course. There are 9 ordering agencies who posted RFQs that will use FY2016 funding - they have two options: cancel their RFQ and resolicit after October 1st; or proceed with the process knowing they can only access current 00CORP contract holders. The decision is with agency.

5 PSS & eBuy Lessons Learned Thus Far?
Any firm who migrated should have their GSA Advantage file up or they are missing out on opportunities! Every firm should ensure their files are current and reflect their proper business size status, etc. or they are missing out on opportunities!

6 PSS - What Happened with Migrations?
Ongoing work with firms who hold two or more contracts under affected programs to migrate those contracts continues with the following results thus far: → *370 affected firms → 271 migrations completed → Approximately 14 outstanding migrations yet to be submitted. *(Data collected 09/23/2015)

7 Migrations – Deadline for Submission
The deadline to submit any outstanding migration packages was June 30, 2015 Any firm with two or more active contracts under any of the seven affected programs who failed to submit their package by the deadline must contact Kim McFall, Supervisory Contracting Officer ØPSS is NOT an Option!

8 Reminders for Completed Migrations
1. You will use the new contract number (GS-00F-xxxxx) for all new work 2. Money follows the contract! You will report sales under the contract which the task order was placed against 3. Agencies can ONLY find you after you upload your new file to GSA Advantage!®

9 PSS - What About Those Modifications?
Single Schedule Solicitations affected by the PSS transition were refreshed on August 3 and 4, 2015. This modification was referred to as the “August Mass Mod which was issued to all contract holders. Firms need to review and accept in order to prepare for the actual transition.

10 Important Reminder Regarding
SINs C132-51, C595-21, C , C , C , and C These SINs cannot be used as “stand alone” SINs Pursue the IT, HR or 03FAC Schedules to respond to RFQs for requirements falling exclusively within the scope of those Schedules Key to remember = It is possible to hold a PSS Schedule with complimentary IT, HR and 03FAC SINs AND hold the corresponding single Schedule as well

11 Reminder for pre-existing 00CORP Contract Holders
All pre-existing 00CORP contract holders were advised in October 2014 that any services no longer carried under the program would need to be removed at time of option. Region 10 has an arrangement with the IT Center and Region 6 (03FAC) to use a “Contract Relocation” process. Note - Firms who hold Schedule 738X SINs (HR) will need to rely on that program’s solicitation instructions.

13 PSS - What happens next? A final mass modification confirming the transition to PSS will occur on October 1st. It will be a unilateral modification issued only to those firms who: hold a single schedule contract hold a contract that has been migrated

The October 1, 2015 mass modification will NOT be issued to single schedule contracts that were retained due to the following: Active BPA relations Duplicative contracts (e.g. FABS/AIMS small business set aside contract and non set aside contract) Pre-existing 00CORP contract holders who hold an affected single schedule contract that needs to submit a modification to add those services to their 00CORP contract Firms who are have yet to complete the migration process

15 PSS - What will the Next Modification Say?
The October modification will announce the formal transition of PSS and provide industry with the new SIN table supporting the Schedule along with guidance for modification submission when offering new services Specifically……...

16 PSS - What’s in the next Modification? (continued)
It will contain a new SIN table that looks like this: 520 520 R704 C520 1 520 1 Program Financial Advisor - Assist agencies on cross-cutting issues, asset marketability, program development, trust or other monetary fund management / benefit administration, equity monitoring, originations, and addresses any other considerations regarding the acquisition, management and/or resolution of an asset. $1M *531210 $38.5M $7.5M $7.5M; Note 10

17 PSS - What’s Do The SINs represent?
The SIN table will reflect two SINs for most descriptions (eg. C and ). Why? Firms were required to retain their single schedule contract(s) due to active BPAs. Once those BPAs expire and/or the firm’s contract expires with no renewals GSA will issue modifications to eliminate the alpha “C” - estimated time for removal is early 2018. Until then eBuy recognizes both SINs and no firm will miss any opportunities and agency partners will be provided this same information you are receiving.

18 PSS - What’s Do The SINs represent? (continued)
When submitting modification requests to add services please DO NOT submit using the alpha “C” SIN (eg. C520 01) It will eliminate time and effort when contracts are modified to remove the alpha “C” SINs (est. time frame ) It is okay if a firm’s contract has both, alpha “C” SINs and standard SINs (eg. C and ). Remember the SINs (C520 01/520 01) are identical in scope.

19 PSS - What about ancillary SINs?
SIN C titled “Introduction of New Services” and SIN C titled “Ancillary Supplies and/or Services had duplicate SINs carried under each of the seven programs. Those duplicates will go away within the next 30 days so here is how it will look: Firms who carry the Single Schedule SIN (eg ) will see a bilateral modification that converts that SIN to C They will be required to review and accept. Why you ask?

20 PSS - What about ancillary SINs? (continued)
When the single schedules stood alone most had an “Introduction to New Services” SIN and/or “Ancillary Supplies and/or Services” SIN. Rather than repeat the scope content seven times GSA wants to use SINs that were pre-existing to the 00CORP program. Moving firms over to these SINs will ensure consistency in scope and make it easier for the Ordering Agency should either SIN be required.

22 PSS BENEFITS - Remember
Your firm will no longer have to submit another offer to add services within the scope of PSS. Simply Modify to ADD SINs

23 New Offers – What’s their Story?
All new offers must be submitted under Solicitation FCO00CORP0000C Effective with the 00CORP October 1, 2015 solicitation refresh, the SIN table you see in the October Mass Modification will be a document included in what will now be known as the Professional Services Solicitation (PSS). Note: GSA will be conducting a webinar titled “Submitting a Quality Offer” later in October so be sure to be on the look out for the specific date which will be posted at Interact.gsa.gov
