Highlight of Current Activities
Consideration on frequency usage in Japan Telecommunications Council considered and reported on Technical Requirements for ITS Radio System in 700 MHz band. Radio Regulatory Council considered and reported on legal revision for the usage of Safe Driving Support Systems in 700MHz band. A part of 700 MHz band has been allocated for ITS safety applications in December, 2011 Standardization Feasibility test guideline; “ITS Forum RC-006” was developed in ITS Info-Communications Forum. Based on RC-006 and feedback from feasibility tests, ARIB standard has been developed and released in February, ARIB STD-T109, “700 MHz Band Intelligent Transport Systems(ITS)”

Strategic Direction Contribute to reduction of the number of traffic fatalities and serious injuries by deploying Cooperative Safe Driving Support Systems using V2V and I2V communications. Effective utilization of radio frequency for ITS in 700MHz band, available from April 2013. International harmonization will be considered for efficient deployment.

Cooperative Activities in ITU-R SG5 WP5A
Development of a new technical report; “advanced ITS radiocommunications” was proposed by Japan in November, Since then, Korea and Japan have actively contributed. ETSI TC ITS was invited to the activity, and contributed for the input from Europe. Report ITU-R M.2228 Advanced ITS radiocommunications has been developed based on contributions from Europe, Korea and Japan, and approved at WP5A and SG5 meetings in November, 2011.

Challenges ITS standardization activities are in progress in each Standardization Organization and the region. Exchange of information on the existing ITS related standards and current ITS standardization activities should be facilitated Coordination of ITS standardization activities is desirable to avoid conflicting standards.

Next Steps / Actions Activities toward international harmonization are expected to achieve efficient deployment of Advanced ITS radiocommunications systems. ARIB will contribute to the harmonization activities in ITU-R, AWG and GSC. Revision to Report ITU-R M.2228 has started in WP5A for further sharing information, and call for contribution to the revision work. Various verification tests and R&D conducted to realize vehicle to vehicle communications for Safe Driving Support System
