Regulated European colonization and trade in Africa Organized by Portugal and Otto von Bismarck (Germany) Seen as the formalization of the Scramble for Africa (gaining land in Africa faster than others) Outcome: period of increased colonial activity by European powers, while getting rid of most existing forms of African self-governing systems.
