3 Services Covered by SAVE
Complete Exam (evidence collection) Partial Exam (no evidence collection) STD Prophylaxis Emergency Contraception Pregnancy Test Physician Services (from 4/1/16) Five Counseling Sessions (from 1/1/15)

4 Examples of Services Not Covered by SAVE
Treatment of Injuries Lab Tests (other than pregnancy) Off-site Prescriptions Ambulance Radiology Follow-up Services Services not covered by SAVE may be billed to the victim or their insurance. Crime Victims Compensation may be a resource. If non-covered services might be provided please be specific when explaining what SAVE covers with victims.

5 To Qualify For SAVE Assault must occur in Oregon Do not leave County of Assault blank Exam must occur within one week (7 days) of the assault “Unknown” Date/Time of Assault will result in a denial; use a date range instead Survivors do not need to report to law enforcement and there is no age limit. SAVE does not require hospital notes or a police report; there is no review of the incident.

6 Exam Timeframes Complete Exam (evidence collection): Up to 120 Hours (5 days) Post Assault Partial Exam: Up to 168 Hours (7 days) Post Assault Exams more than 7 days post assault are not eligible for the SAVE Fund. The survivor or their insurance may be billed and they are not eligible for counseling. CVC may still be a resource. Recent changes (HB 2621) make it easier for victims of sexual assault (and DV and stalking) to be eligible for CVC.

7 Assaults That Occur Outside Oregon
Not eligible for the SAVE Fund A lot of states have programs like SAVE (every state has different coverage) For states without a sexual assault fund, victims can apply for CVC (every state has different requirements; reporting to law enforcement may be required) Link to other state programs: SAVE will make exceptions when victims are assaulted in another country since there are no other options available to them.

9 Provider Billing Errors
If a victim receives a bill for services they believe should be covered by SAVE, have them call or our office - If the bill is for services not covered by SAVE we will discuss CVC - If the bill is for services covered by SAVE we will contact the provider to correct the billing error

10 Sessions expire 18 months after the date of service
Counseling Benefit Everyone eligible for the SAVE Fund receives five counseling sessions with a licensed counselor Sessions expire 18 months after the date of service CVSSD sends counseling information after we receive the application from the provider

11 Example Counseling Notification
Survivor – On June 1, 2018 you were seen at Salem Hospital.  During that visit you indicated you were interested in more information regarding the counseling benefit offered by our office.  The SAVE Fund offers five counseling sessions to victims of sexual assault in Oregon. If you do not have a licensed counselor and would like help finding one in your area, you can contact one of the following programs: Marion County Victim Assistance: (503) Center for Hope & Safety: (503) , or crisis line (503) Once you have a licensed counselor, please contact us with their name, telephone number and address.  We will send them instructions regarding billing our office for your five sessions. You have 18 months from your date of service at Providence to use these sessions through the SAVE Fund.  Your claim number is SA If you have any questions, please feel free to call or .  Thank you.

12 Providers have up to one year to bill SAVE
Counseling Notification Issue CVSSD does not receive survivor contact information until the hospital bills SAVE Providers have up to one year to bill SAVE If a victim calls CVSSD about the SAVE Fund counseling, we will set up a claim based on information from them so they can proceed with counseling Please feel free to give our contact information at the time of the exam

13 Maximum Amounts Paid $380 - complete exam Five Counseling sessions:
$175 - partial exam $75 - exam conducted by certified SANE $75 - physician fee $100 - STD prophylaxis $55 - emergency contraception (includes pregnancy test) Five Counseling sessions: $140/hr for Doctor of Medicine $110/hr for PhD or PsyD $85/hr for LCSW, LPC, LMFT $55/hr for QMHP Payment from the SAVE Fund is considered payment in full and any remaining balance for the services above is a provider write-off

14 Provider Billing Submit the completed SAVE Fund Application Form along with an itemized bill (no notes required) to: Department of Justice Crime Victim and Survivor Services Division 1162 Court St NE Salem OR The Department of Justice has 60 days to process SAVE applications. If a SAVE application form was not completed, please call. We may still be able to pay with sufficient documentation.
