1 The administrative districts in Baden-Württemberg
Every political level has its central tasks: Federation, federal states, administrative districts, towns and municipalities. The administrative districts – Man in the centre of attention

2 Administrative districts as a connecting link
The administrative districts are the connecting link between federal state and municipality. They support the municipalities in fulfilling their tasks. Main source of income of the administrative districts is the contribution to the district cost splitting, which the administrative districts levy on the municipalities belonging to the district. 3 Administrative districts in Baden-Württemberg
In 1972 there were 63 administrative districts in Baden-Württemberg. On the 1st of January 1973 municipalities and districts were reformed. Since that reform there are 35 administrative districts and 9 city districts. The administrative districts – Man in the centre of attention

82 percent of the inhabitants of Baden-Württemberg live in the administrative districts (8,6 million people). The administrative districts cover 97 percent of the total area of the federal state ( square metres). 40 percent of the revenues of the administrative districts come from the contribution to the district cost splitting (as of 2001). 43 percent of the expenses flow in the income support and the help for young people (as of 2001). The district council The district council is the representation of the inhabitants of the district and is, apart from the head of administration, one of the two organs of the administrative district. The district council is elected for five years by the inhabitants of the administrative district being entitled to vote. Due to the multitude of tasks the district council sets up committees meeting for preliminary discussions of decisions or being able to make decisions on their own. 8 The head of administration
The head of administration leads the administrative district authority. He is elected by the district council. His period of office lasts 8 years. The head of administration is the president of the district council as well as of its committees, but, apart from some exceptions, he has got no right to vote. 9 The administrative district authority
The ADA is the authority of the administrative district and, at the same time, lower state administrative authority. It fulfils the tasks relating to the district municipalities and to the state. The administrative districts – Man in the centre of attention

10 The administrative district council (Landkreistag Baden-Württemberg)
The 35 administrative districts in Baden-Württemberg form the administrative district council. The administrative district council gives advice to the administrative districts, supports their exchange of experiences and represents the interests with respect to the federation, the federal state, towns and municipalities. In case of a law or decree concerning the administrative districts, the administrative district council has got the right to make a statement for all administrative districts.
