The map (and survey) represents the responses from all 50 States, the District of Colombia, Puerto Rico and the FHWA Federal Lands Highway Division States are utilizing the LFRD Specifications for all new designs (increase from 11 States indicating full implementation in 2004). 19 of 42 States that did not indicated full implementation in 2004 have increased there level of implementation at least one category (one level) in the past year (i.e., went from 50% to 100% or no implementation to 1-10%).
