Quebec did not sign the Constitution Act of 1982, it held two referenda
Resulted in the Meech Lake Accord, trying to get provinces to compromise to get a single agreement– failed
Charlottetown Accord 1992, also failed
Secession- formal withdrawl of any province
A referendum on separation must be based on a clear question and win a ‘clear majority’

4. Labour Negotiations and Strikes
Workers in Canada have a legal right to negotiate with employers for better wage and working conditions
Some groups form Trade Unions
Unionized workers have the right to strike
1) collective bargaining 2) Mediation 3) Arbitration

5. The Canadian Civil Liberties Association
The CCLA is a non profit, non governmental organization supporting the democratic right to dissent
Works to keep reasonable limits as broad as possible
Uses public forums to oppose attempts by the government and courts that infringe upon individual rights
