Rising KG: Students whose parents entered at least one “Y” on HLS must be assessed with OLPS-R by May 31, 2016 AND score results entered on “J” screen by June 9, 2016. NOTE: Program Entry Date is left blank and entered in August 2016 when student enters school/ESOL program. Retention of ELLs - ONLY Grade 3 ELLs, > 2 years in ESOL (cut-off DEUSS May 1, 2014), may be exempt based on Good Cause #1… Refer to SPP pages 14-16, & 53. Retention of ELLs in all other grades requires ELL Committee and review of SP/HC teacher if applicable. DUE MAY 6, 2016 (WB# 18942): Retention recommendation of ELLs K-2, >2 years in ESOL, requires review of BEWL Supervisor FM7369 (

9 Score Reports (SR) ACCESS for ELLs 2.0 Update for all!
ACCESS for ELLs 2.0 (Grades 1–12) Individual Student Report (ISR) Kindergarten ACCESS for ELLs Individual Student Report (ISR) Alternate ACCESS for ELLs Individual Student Report (ISR) ISRs explain student scores in four domains (weighted/un-weighted, proficiency levels and scale scores). Intended to guide instruction, correlated to WIDA ELDs & Can Do Descriptors for parents, teachers, administrators. Schools will begin receiving one hardcopy of ISR/SRRs June 13-17th (NOTE: WB is forthcoming from Assessment, Research & Data Analysis (ARDA)) Student Roster Report (SRR) (The SRR “may be” available on the WIDA AMS May 20. Test Chairs will be notified.) SRR explains data on a group of students within a single school and grade. Schools may use (SRR) to “tentatively” identify students that may have met “EXIT” criteria. (SRR) may not be used to determine new ESOL levels. Proficiency levels and scale scores have not been established by FLDOE. Parent/Guardian Guides & Reports will only be available online & will be available in multiple languages. Schools must send home in parent’s language, if available. Refer to forthcoming WB from ARDA.

ACCESS for ELLs 2.0 Scores (Grades 1–12) An individual student’s results on ACCESS for ELLs are reported as scale scores and as English language proficiency level scores for each of the four language domains: Listening Speaking Reading Writing Overall Weighted (K-12): 35% Reading, 35% Writing, 15% Listening, 15% Speaking

12 Student Roster Report Schools may use this report to “tentatively” review and plan scheduling students that “may” meet eligibility to exit ESOL program based on Proposed SB Rule approval, that “may” become effective June 20, 2016.

(SBE May 20, 2016 Meeting, Effective June 20, 2016): 6A Annual ELP Assessment for ELLs - ACCESS for ELLs 2.0, the English language proficiency level shall be a 5.0 composite score or greater and at least 4.0 in all domains. For Alternate Access for ELLs 2.0, the proficiency level shall be a P1 composite score or greater. 6A Requirements for Exiting ELLs from ESOL Program, scores of “Proficient” on English Language Proficiency Assessment (pursuant to Rule 6A ) and scores on applicable FSA in ELA or FSAA as follows:

14 ELEMENTARY Grades K-2 ACCESS for ELLs 2.0 (a 5.0 composite score or greater and at least 4.0 in all domains) Grades 3-5 ACCESS for ELLs 2.0 (a 5.0 composite score or greater and at least 4.0 in all domains) and a level 3 or higher on the grade level FSA in English Language Arts.

15 SECONDARY Grades 6-9 ACCESS for ELLs 2.0 (a 5.0 composite score or greater and at least 4.0 in all domains) and a level 3 or higher on the grade level FSA in English Language Arts. Grades ACCESS for ELLs 2.0 (a 5.0 composite score or greater and at least 4.0 in all domains) and a level 3 or higher on the grade level FSA in English Language Arts or a score on the 10th grade FCAT in Reading (re-takers) or an equivalent concordant score pursuant to Section , F.S.

16 (No Action is Required at School)
For ALL Grades (K-12): ESOL LEVEL updates & EXIT information will be automatically uploaded by IT (No Action is Required at School) On the “J” screen in DSIS and the W-LEP upon receipt of ACCESS for ELLs 2.0 scores and FSA-ELA scores, Including scores for those meeting all applicable graduation cohort requirements (FSA-ELA, FCAT Reading, concordant ACT, SAT). All updates are tentatively scheduled to take place during the summer months prior to the beginning of the school year. Exit date for those meeting criteria will be the last day of school, June 9, 2016.

17 INCONSISTENT TEST DATA
Regardless of time in ESOL program, an ELL Committee may be convened upon school having spring ACCESS for ELLs 2.0 and FSA, and/or other applicable graduation test results, to review all available grades, data and determine most appropriate instructional setting. Examples of “Inconsistent Test Data” include: ELLs that score proficient on spring ELP (ACCESS for ELLs 2.0), but do not pass FSA-ELA: Appropriate “secondary ESOL student” instructional setting may include scheduling into IR classes (double code with Dev. LA Through ESOL course, but don’t double schedule); ELLs that pass FSA-ELA, but do not pass spring ACCESS for ELLs 2.0: Appropriate ESOL student (both ELEM/SEC) instructional setting may include administering Online CELLA in fall, reviewing all grades and exiting from ESOL program if committee finds that to be most appropriate instructional setting. NOTE: Please keep in mind that once an ESOL student is “exited”, they are no longer eligible for assessment accommodations.

20 2015-2016 Seal of Biliteracy Action Required by May 6, 2016!!
Refer to WB# 19269 Refer to WB# 19144 Action Required by May 6, 2016!! Schools must contact Herff Jones to order quantity of SB Seals. Seal of Biliteracy requirements will change in as the State of Florida has approved a State Seal of Biliteracy. Info on new requirements is forthcoming. The Seal of Biliteracy recognizes high school graduates who have attained a high level of competency in listening, speaking, reading and writing in one or more languages in addition to English.  Specific information on requirements to earn the SB can be found in WB#19020. For , the Department of Bilingual Ed and World Languages will be purchasing the Seals. Schools must contact Herff Jones to order by May 6th
