2017 Legislative Session LADOTD worked alongside industry partners and legislators throughout the state in attempt to pass HB 632 by Rep. Steve Carter Received bipartisan passage in committee; no floor vote 17 cent fuel tax increase with dedicated, balanced revenue allocation Each elected official’s district would’ve received a sum of money based on need Each parish stood to have 1 bridge repaired per year along with pavement rehab We appreciate ACEC’s leadership and engagement

2017 Legislative Session HB 354 by Rep. Thibaut – Passed Vote of People Establishes the “Construction Subfund,” for any new revenues generated for the TTF including gasoline, motor fuels, & special fuels taxes, which will go strictly toward construction and not toward employee wages and benefits

Aftermath of Inaction Inability to compete for federal funds/grants
Louisiana will struggle to make federal match by 2019 Delayed Development Deferred maintenance will continue, driving up long-term project costs We will be parking major projects after completing current aspect of preconstruction Unsatisfied residents Louisianans will continue to face prolonged traffic, rising vehicle maintenance costs

How Do We Find Success With No New Funding?
DOTD shifts focus from capacity to preservation and sustainability Focus will be on overlays and bridge replacements Smart Decisions Pursue projects with lowest possible match requirements * make the most of redistribution money* apply for competitive federal funding such as 2016’s FASTLANE and 2017’s INFRA Grant* * denotes if match available

Federal Aid Competitive Grants will never fill the void of insufficient recurring revenue On Nov. 2, 2017, DOTD submitted application for Infrastructure for Rebuilding America (INFRA) grant. LA 23 Belle Chasse Bridge & Tunnel Replacement Total cost of approx. $125 million Requesting $50 million from Fed

Innovative Delivery INFRA Grant is being sought to leverage other funds for construction of a new four-lane bridge over the Gulf Intracoastal Waterway (GIWW) on LA 23. This project was the most competitive: Economic Vitality Leveraging Federal Funds Innovation Performance & Accountability
