8. NEW RURAL DEVELOPMENT POLICY (EAFRD)
Focus on a limited number of core priority objectives relating to:
Competitiveness;
2. Land management and environment;
Quality of life and diversification of activities;
4. Integration of the LEADER bottom up approach.

9. NEW RURAL DEVELOPMENT POLICY
Axis 1:Improving Competitiveness (15% min)
Human potential: vocational training; setting up of young farmers; early retirement; management, relief and advisory services;
Physical potential: investments to improve production, processing and marketing structures (and infrastructures);
Quality of agricultural production and products: adaptation to new EU-standards: participation in food quality schemes; promotion for quality products.
Axis 2:Environment/Land Management (25% min)
Use of agricultural land: mountain areas; other areas with handicaps; Natura 2000 areas; agri-environment and animal welfare;
Use of forestry land: first afforestation; first establishment of agro-forestry systems; Natura 2000 areas; forest-environment; restoring forestry production potential and introducing prevention actions;
Annex 3: diversification, quality of life (15%)
Diversification of the rural economy: on farm diversification (non-agricultural activities); off farm diversification (micro-enterprises); tourism; protection and management of natural heritage; ...
Improvement of the quality of life: Basic services; village renewal; training and capacity building; ...
Axis 4: the LEADER approach (7%)
Each programme will contain a Leader axis to finance the implementation of the local development strategies of LAGs built on three axes

10. INSTRUMENT FOR PRE-ACCESSION (IPA)
