What is Emission Warranty ? SIAM

Emission Warranty is the Warranty towards Emission Performance of the vehicle when in use. Hence, vehicle manufacturers take the responsibility of the emission performance of the vehicle after it leaves the Factory Premises.This is based on the mileage or the period of use which is similar to the existing Product Warranty of the vehicle. Status of Emission Warranty in India §2-Stroke 2-Wheeler were projected as polluting vehicles by various authorities. §Catalytic Converter were used on 2-stroke 2- wheelers to meet India 2000 emission norms. §Use of Catalytic Converter on 2-stroke 2-wheelers was not acceptable to authorities because of apprehension on life of Catalytic Converter. §Sixth report of EPCA mentions that 2-stroke 2- wheelers should be registered if emission performance of Catalytic Converter is established. SIAM

Status of Emission Warranty §CSE mentioned that emission durability of catalytic converter was required under emission warranty. §SIAM offered emission warranty of 30,000 km for catalytic converter fitted 2-stroke 2-wheelers as a proactive step in January 2000 §On May 2000, Chairman, EPCA requested SIAM to extend emission warranty for four wheelers §On 25 May, SIAM Executive Committee proposed that SIAM should prepare proposals for all categories of vehicles SIAM

EPCA Report Recommendation to Honble Supreme Court:- The Strategies for vehicular pollution should concentrate on fuel quality, technology for vehicles, improvement in public transport system, inspection and maintenance system for on-road vehicles, traffic management and emission warranties from manufacturers. SIAM

V M Lal recommendations to Mumbai High Court….. For all new vehicles manufactured after 1st April 2001, the vehicle manufacturers will have to give an emission warranty over the life of vehicle through a scheme of Annual Maintenance Contract which will have to be compulsorily entered into by the vehicle owner if he wants to avail of the emission warranty of the manufacturer. The vehicle manufacturers will also ensure that inspection camps are organised periodically for those vehicles which are not covered under the Annual Maintenance Contract. Sale of spurious spare parts be made a cognisable and non- bailable offense. SIAM

After lot of deliberations among the Technical Heads it was decided to offer Emission Warranty for all category of vehicles and SIAM to prepare a common policy document for implementation of Emission Warranty SIAM

Emission Warranty - Scope Emission Warranty based on * Free acceleration smoke for diesel vehicles *Idle CO for petrol vehicles - Warranty for vehicle emission related parts. (And not only for catalytic converter fitted vehicles or for catalytic converter only.) - Each manufacturer to decide on list of parts to be covered in Emission Warranty. SIAM

Emission Warranty - Purpose & Applicability Emission Warranty covers emission performance of the vehicle. Applicable to vehicles registered in India. Transferable to subsequent purchaser of vehicles. SIAM

Emission Warranty -Period 1. 2-Wheelers :-30,000 kms or 3 years whichever occurs earlier 2. 3-Wheelers :-30,000 kms or 1 year whichever occurs earlier 3. Passenger Cars :-80,000 kms or 3 years whichever occurs earlier 4. MUVs :-80,000 kms or 3 years whichever occurs earlier 5. Commercial Vehicles :-80,000 kms or 1 year whichever occurs earlier SIAM

Suggested Parts covered under Emission Warranty for gasoline Vehicles ( Passenger cars, 2 Wheelers, 3 Wheelers) Intake system – Air cleaner, Hoses, Clamps, manifolds & clogging indicators Exhaust system – Manifolds, pipes, Silencer/muffler, EGR valves & After treatment devices. Fuel system – Carburettors, Injectors, Fuel rails, Fuel lift pumps, fuel filters, pipes & clamps, Engine management – ECU, Controllers,Feedback systems, Sensors, actuators, Vacuum modulator valves, vacuum reservoir & related wiring. Ignition system – Spark plugs, Distributors, Ignition coils, Ignition control modules, High tension wires & related wiring. Charging system – Turbochargers, intercoolers/aftercoolers, hoses/pipes. Evaporative emission control – Canisters, PCV valves, Oil separators. SIAM

Fuel system – Fuel injection pump, Injectors, FIP timers, Fuel lift pumps, fuel filters, pipes & clamps, Engine management – ECUs, Controllers,Feedback systems, Sensors, actuators, Vacuum modulator valves, vacuum reservoir & related wiring. Charging system – Turbochargers, intercoolers/aftercoolers, hoses/pipes. Evaporative emission control – Canisters, PCV valves, Oil separators. SIAM

Conditions Emission Performance of a vehicle is heavily dependent on proper maintenance of vehicle, use of unadulterated Fuel and use of genuine spares. Therefore, two major preconditions for Emission Warranty :- 1.Scheduled Maintenance, as per Owners Manual at Authorised Service Centres 2.Use of specified fuel and oil. SIAM

Automobile Industry needs to strengthen and upgrade the Service Infrastructure to cater to the volume of repairs and maintenance that will result due to Emission Warranty. SIAM

Support Expected from ACMA members SIAM

Various components shall be covered under emission warranty of the vehicle, hence SIAM members need to work closely with ACMA members to make implementability of Emission Warranty possible. SIAM

Based on different Component Categories involved SIAM can have various rounds of dialogues with different component manufacturers to firm up implementation plan of emission warranty. SIAM
