3 Section 1 The Constitutional Convention
Took place in the Pennsylvania State House Began in May, 1787 After much debate and compromise, the constitution was formed and officially signed in September, 1787

Govt. Under Articles Govt. Under Constitution Loose alliance of independent states No executive or judicial branches Most Power held by states National govt. representing all citizens Executive and Judicial branches established Power shared by national and state governments
