How do you form this new tense? have / has + past participle (voltooid deelwoord) When do you use this new tense? to talk about an action that started in the past and continues up to now (or even has a result in the present) e.g. “I have studied for the test.” to talk about an action without specifying the time e.g. “I have never been to China yet.”
