5 Coleman Report The Coleman Report on equality of education opportunities was commissioned by the United States Congress 1966 to investigate the poor school performance of African American students. The study comprised a sample of 4000 schools across the United States of America (Coleman et al. 1966). The report found that the learner’s personal and family characteristics were major contributing influences on the students’ performance rather than the characteristics of the schools they attended.
