2 Idaho Emergency Operations Center (IDEOC)
Coordinates statewide emergency and disaster operations Reduce and prevent damage, injury & loss of life and property from natural or man-made incidents Provide for restoration and rehabilitation of affected persons and property Provide coordination between all governmental and non-governmental entities IDEOC The IOEM is directed by Governor Executive Order to establish and maintain the Idaho Emergency Operations Center for directing the coordination of emergency and disaster operations. IOEM has the following goals: To prevent and reduce damage, injury, and loss of life and property resulting from natural or man-made catastrophes, riots, or hostile military or paramilitary action; To prepare assistance for prompt and efficient search, rescue, care, and treatment of persons injured, victimized or threatened by disaster; To provide for rapid and orderly restoration and rehabilitation of persons and property affected by disasters; and To provide for coordination of activities relating to disaster response and recovery by all state agencies, political subdivisions, and interstate, federal-state and Canadian activities in which the state and its political subdivisions may participate

Monitoring Level 3 Emergency Situation is or likely to occur in one + counties Potential for state emergency/declaration Situation monitoring is increased/more communication with locals ESFs activated as needed Level 2 Incident has occurred in multiple jurisdictions High amount of direct State assistance Federal assistance or mutual aid may supplement the response Level 1 Incident has occurred that has overwhelmed the state’s ability to respond without additional resources Federal assistance and mutual aid is required Discuss different types of events that may be in each phase. The IDEOC is activated by the IDEOC Manager when a disaster has occurred and it becomes likely that a county or tribe will declare and request state assistance or has declared and requested state assistance.

4 From Response to Recovery
Local Declaration 3 Disaster strikes 1 Response 2 Preliminary Damage Assessment 5 State Declaration 4 When disaster strikes the local jurisdiction begins the response and requests assistance as appropriate in our discussion in the previous slide. The local jurisdiction is responsible for providing “initial damage assessment” reports to the state. When the state determines that there is significant damage and is contemplating asking for federal assistance, it will request a “preliminary damage assessment (PDA)” to verify the local reports of damage. FEMA, the SBA, the state and local jurisdiction conduct the PDA. Following the PDA, a request for federal assistance is prepared by the state IOEM and forwarded to the Governor. The Governor signs the request and sends it to FEMA Region Ten who adds it recommendations to the request and forwards it to FEMA Hq. FEMA Hq performs a final review to ensure the request meets the requirements of the law and the rules. The request is then sent to the President. If warranted, the President makes a disaster declaration. FEMA is charged with opening a Joint Field Office (JFO) 72 hours following a major disaster declaration. Finding the JFO is done in partnership with the state. Staffing and management of the JFO is also a partnership operation shared by the state and FEMA. The JFO becomes the headquarters, so to speak, for the recovery operation.
