11/24/2018 The Smarter Balanced Placement Policy: Implications for the Hawai‘i Department of Education and the University of Hawai‘i Dr. Dan Doerger Alignment Director Hawai‘i P20 February 6, 2018

3 What I Want to Share History of the Smarter Balanced Placement Policy
How Smarter Balanced scores and the 12th Grade Math and ELA Transition Courses fit into UH Placement Policies Pilot Policy vs. Permanent Policy Next steps for aligning College and Career Readiness Student data related to Introduction to College Math

4 Two Factors Impacting UH System-Wide Change
Demise of Compass Charge for the UHCC system: Students who are one level below a gateway course (e.g., ENG 100, MATH 100, 111, 115) must move to the gateway course within one semester; those who are two levels below must move to the gateway course within one year Adoption of Co-Req and Accelerated Models

5 Institutions Across the Country Agree to Accept SB Scores
200+ colleges and universities across the country (including Hawaii, California, Washington, Oregon, South Dakota, and Nevada) have agreed to exempt students from remedial coursework if they reach the college-readiness score on the Smarter Balanced assessment For the class of 2016, this accounted for 78% of the universities HIDOE graduates attended

6 SB Policy for UH System In Dec. 2014, the Chief Council of Academic Officer and the Council of Student Affairs Officers approved the use of SB Scores for PLACEMENT purposes only For Math and English/Language Arts entry level courses only Scores valid for 24 months Prototype for graduating classes of 2016, 2017, 2018 Permanent Policy starting for the class of 2019 Scores will not expire but UHCCs may require Accuplacer if scores are more than two years old

7 Using Smarter Balanced for Placement into Gateway Math
Score of 4 or 3 (STEM; take advanced 4th year w/HIDOE): Can place up to Math 135 Score of 3 (non-STEM): Place into Math 100, 111, 115 with no 4th year of math Score of 2 plus B or higher in Intro to College Mathematics (ACCN: MIC1200): Place into Math 100, 111, or 115 NEW POLICY: Score of 1 plus B or higher in Intro to College Mathematics: Place into ONE LEVEL below Math 100, 111, or 115 (Starting with HIDOE class of 2019)

8 Using Smarter Balanced for Placement into ENG 100
Score 4: Direct placement into ENG 100 Score 3 plus B or higher in 12th Grade ELA NEW: Score 2 plus B or higher in Expository Reading and Writing (ACCN: LCY5000) Score 1: Accuplacer

9 Pilot Policy (ends class of ‘18) vs
Pilot Policy (ends class of ‘18) vs. Permanent Policy (starts class of ‘19) ELA Transition Course is now included (small pilot group for class of 2018) Math Score of 1 plus a grade of B or better in Intro to College Math will place you one level below Math 100, 111, or 115 Scores do NOT expire Out of state scores are only accepted at the 3 or 4 level Transition courses from other states are not accepted Compass changed to Accuplacer Change in course numbering

10 Math Placement at UHCCs
Meeting ANY of these will place a student into Math 100, 103, 111, or 115: Smarter Balanced Policy Cumulative GPA of 2.6+ and successful completion of ALG II with a B or better ACT: 22+ SAT: 530+ HiSet College Ready: 15+ GED Mathematical Reasoning: 170+ Accuplacer: Per campus

11 English Placement at UHCCs
Meeting ANY of these will place a student into English 100: Smarter Balanced Policy Cumulative GPA of 2.6 AP Language and Composition Course: B or better ACT: 18+ SAT Writing: 480+ HiSet College Ready Language Arts/Writing: 15+ GED Reasoning through Language Arts: 170+ Writing Sample

12 Introduction to College Mathematics Curriculum
MATH 100 instructors created a list of concepts students should know to be successful in MATH 100 These concepts were then used to created the Introduction to College Mathematics course The course is modeled on MATH 75, a “one level below” math course taught at the community colleges

13 Critical Course Components
MATH 100 prep content Growth mindset approach (based on the work of Dr. Carol Dweck) Project Based Learning Culturally Engaging Materials/Assignments Similar course pacing Common Summative Assessments Created by UH Math Faculty

14 Introduction to College Mathematics
Pilot for Academic Year Pearl City (5 classes), Farrington (1 class), Waialua (1 class), Kapa‘a (1 class) Scaling up for year Aiea, Castle, Kahuku, King Kekaulike, Leilehua, Mililani, Molokai, Pahoa, Waiakea, Waianae, Waimea Scaling up for Kaua‘i, Kealakehe, Kohala, Konawaena, Waipahu

15 Assessment of Math Pilot
Monitoring Student Success into Gateway Courses at UH Student Surveys/Focus Groups Instructor Interviews/Focus Groups External Evaluation for

16 Of the146 Intro to College Math pilot participants who graduated in 2016, 36% met the UH placement policy criteria because of SB score of 2 and grade of B or better in the course SY students enrolled in Introduction to College Math at 4 pilot schools; 1 student at Waimea HS was enrolled in course but removed from data b/c school not in pilot. 146 students graduated Class of 2016 (5 students at Kapaa were 11th graders) 53/146 = 36% met UH placement policy criteria of SBA = 2 and B or better in this course.

17 Pilot participants had higher college enrollment rates.
Overall first fall (anywhere) college enrollment rates for all 146 graduates was 63% (92/146).

18 Nearly 2/3 of pilot participants passed a college level math by Spring 2017.
All Pilot Graduates Enrolled at UH by Spring 2017 (N=76) 63% Passed college level math by Spring 2017 (D or better) 11% Attempted college math (did not pass) Below college math 15% Did not take any math at UH Smarter Balanced Math 3-4 (n=23) Smarter Balanced Math 2 & Intro Coll Math B or better (n=26) Did Not Quality for Placement (n=27) Of the 76 graduates enrolled at UH by Spring 2017: 63% of students passed a college level math class with a D or better by Spring 2017 11% of students attempted but did not pass a college level math class by Spring 2017 11% of students had only taken below college level math courses by Spring 2017 15% of students had not taken any math courses at UH by Spring 2017 (Original analysis based on 70 graduates enrolled by Fall 2016 and what classes they attempted by Spring This includes additional students not previously matched or who started at UH in Spring 2017.)

19 Nearly 3/4 of pilot participants who took a college level math by Spring 2017 earned a C or better.
73% C or better Earned a C or better Of the 76 graduates enrolled at UH by Spring 2017: 56 students had enrolled in a college level math course at UH by Spring 2017 Of those who attempted a college level math class, 48 passed their college level math course with a D or better (overall pass rate 48/56=86%) For those who took MATH 100 or 115 (no one took 111), pass rate was 86% (18/21=86%). FYI – for those who took MATH 103, pass rate was 83% (20/24 = 83%) 71% C or better 75% C or better

20 Other Transition Course Work
ELA Transition Course: Expository Reading and Writing, ACCN: LCY5000 ERWC created by California State University Pilot for Academic Year Schools: Castle HS, Farrington HS, Mililani HS, Pearl City HS, Waialua HS Middle School Transition Course 7th grade intervention so students are “on-track” for 8th grade math and, subsequently, ALG 1 in 9th grade 7th grade intervention so students are eligible for ALG 1 in 8th grade
