Consumer choice and control System that is easy for consumers to use, with simplified pathways to enter and access services Promote wellness and reablement Care and services provided are matched to need Financially sustainable and equitable Simplify funding arrangements and reduce red tape for providers Responsive to consumer diversity, including special needs Promote high-quality, innovative, and safe service delivery

No decisions have been made about a particular funding model or implementation approach There will be consultation with stakeholders on future reform directions and options

What we’ve heard from you
Consumers sometimes need to wait for care – can vary depending on where they live Small providers, particularly in rural areas, need to be supported Government systems need to be able to support reforms Gaps, inequities and interface problems need to be addressed, e.g. user contributions/fees Reablement and restorative care should be encouraged

Changes to funding models could impact on business viability and local social capital Sector is still adjusting to other reforms – risk of change fatigue Concerns about proposed timeframe for Stage 2 Early certainty about future changes needed for business planning Important to get transition right
