1 Do you agree or disagree?
Just 45 days after 9/11, President and Congress passed the PATRIOT ACT. Without a warrant, the FBI now has the power to access your most private medical records, library records, student records, and can prevent telling you that they did this. It allows the government to scan s for dangerous words, and it allows the government the power to deport anyone who associates with terrorist, even if you don’t know the person is a terrorist. The government can arrest someone without telling them why.

2 Do you agree or disagree?
In the state of Arizona, the governor signed a law that requires everyone to carry their passport or green card around (these are papers that prove you are allowed to live in America). This law also closed down classes at the college that taught about Hispanic cultures. Arizona says that because Arizona is so close to the Mexican border, it wants to make sure no illegal immigrants sneak in because sometimes these immigrants bring in drugs or can be terrorists. Arizona says the have this law so they can protest America’s national security.

3 Describe why the relationship between the two countries is so poor?
AMERICA FRANCE Americans dislike the French. Washington Passes the “Neutrality Act” saying the US will stay out of European Wars. US passes treaties making friends with Spain and Britain. France begins to take US ships heading for England France goes to war with Britain and asks the US for help, but the US refuses. French view US treaties as pro-British US begins expanding the army and creates a Navy Department to prepare for a possible war with France.

The Sedition Act of 1798 (Sedition = conduct or language that caused rebellion against a government) This act punished anyone who wrote, said, or printed anything false or critical about the US government, the Congress or the President. Any person convicted “shall be punished by a fine and jail time.”

7 Notes The national government sometimes makes laws to keep SECURITY and SAFETY in the country. Sometimes when they do this they violate our rights. The Alien and Sedition Acts are an example of this. So is the PATRIOT Act.

8 Regents Question 1. Which principle is illustrated by the passage of the Sedition Act of 1798? National interest is sometimes given priority over individual rights. National crises often results in restriction of the power of the executive branch. The Supreme Court consistently defends the Bill of Rights. Congress expands its other powers when it declares war.

9 Regent Question 2. • Alien and Sedition Acts
These pieces of legislation reflected the conflict between 1. Congress and the president 2. states' rights and federal supremacy 3. the military and the civilian government 4. the United States Supreme Court and state courts
