Safe, healthy food Safe drinking water Healthy plants, fish and animals Excellence in animal welfare and respect for fish and animals Environmentally friendly production Health, quality and consumer interests throughout the food production chain In addition: A far-sighted and efficient organisation Within the framework of these goals, to contribute to value creation in the food sector

4 Legislation administered by NFSA
The Food Safety Act: is designed to guarantee healthy, safe food and safe drinking water for consumers, promote health, regulate environmentally friendly production and prevent the spread of animal and plant diseases Act concerning the welfare of animals: is designed to ensure ethical keeping of animals and fish Act relating to cosmetic products and other body care products, etc.: is designed to ensure that cosmetics and body care products safeguard human and animal health We also administer: Act relating to veterinarians and other animal health personnel Act relating to the plant breeder's right Act relating to livestock breeding Regulations appurtenant to these acts lay down more detailed provisions. The majority of the Norwegian acts and regulations are included in the EEA Agreement and constitute common European rules.

5 The core tasks of the NFSA
Gathering information and analysing current conditions Regulatory and legislative work Supervision, control and inspections Communication and guidance 1. We procure information regarding current conditions, do analysis of macro-economic benefit and costs, and through expert opinions inform of the NFSA’s public relations and priorities. 2. The majority of the regulations are based on legislation acts which Norway is bound by under the EEA Agreement – continues developing – user friendly – seek input from our stakeholders - transparency 3. The NFSA is required to supervise compliance with national regulations and international directives. Inspections are planned so as to have the greatest possible general preventive effect. 4. Information and communication are important means by which the NFSA achieves its goals. - Our communication should be characterised by openness and dialogue with citizens, business and industry, organisations and other national bodies.

6 Who do we supervise and inspect?
Primary producers Food industry and small-scale producers Importers Food retailers Catering establishments We also supervise: Vets and other animal health personnel People who keep animals (farmers and private individuals) Cosmetics and body care products Sales of medicinal products outside pharmacies

7 Contingency plan The NFSA has contingency for: its own area of control
civil protection and defence nuclear and radiation protection other agencies' preparedness (participant/advisor) Founded on government principles of subsidiarity, equivalency and responsibility Operates a standing emergency response function and deploys stand-by staff in the event of outbreaks and incidents Operates the national emergency response service Media response office (08-22 hrs daily)

9 1. January 1999 – extended European Economic Area (EEA) agreement with the European Union.
Part of the inner trade market, and commodities flow freely across the borders. Norway has adopted the EU legislation concerning border inspection control. Just like the baltic countries become one of EU’s outer borders. 15 Border Inspection Posts (BIPs)

Regulated in the EEA agreemnt Main rules in Council Directiv 97/78/(EC) (products) and 91/496/(EC) (live animals) Give additional details concerning: Reporting systems Lists containing approved countries Lists with approved plants and vessels How third countries are approved for export How veterinary border control is to be carried out

BIPs are approved by ESA/FVO ESA is responsible for the approved list of BIPs Listed officially on the commisions homepage Border inspection post is a physical unit consisting of five elements: Office Social facilites Inspection room Unloading area Storage facilities How control is carried out: Document control ID-control Physical control

13 Process of import control -3
Must be carried out by an official veterinary BIPs approved only for fish and fishery products – control can be carried out by a fishery inspector Information of import must be sent to BIP in advance CVED (common veterinary entry document) Page 1 must be filled in. After checking documents - offical veterinary fills in page 2. Stamp and signature of official veterinary decides if the consigment is approved for import and free circulation in the EU/EEA area or if the consignment is rejected

14 Process of import control -4
If a consignment is rejected – it is destroyed or returned to a country outside of EU/EEA within 60 days The consigment is locked up under supervision of the official veterinarian at BIP untill it leaves the BIP Cost of storage of detained consignments is to be paid by importer Norway, Sweden and Finland – better salmonella status than rest of EU/EEA and therefore have a salmonella garanti for all imported bovine and poultry products. Special garanties -salmonellagaranti Other regulations: Salmonella garanti - All import must be documentet with extra salmonella test.
