Research Environment Links (REL)
Contribute to development objectives through structural and institutional change Provide the potential for future collaboration and the establishment of long term relationships Focus on capacity building in areas of immediate relevance to researchers and their environment Have solid mechanisms for monitoring and evaluation and defined plans for sustainability. The call doesn’t have any specific thematic or area specific priorities. Nevertheless, we would like to encourage cross-discipline themes (i.e. big data, future cities, digital innovation and creativity) that have the potential to touch on multiple areas. In addition to that, applications may focus on cross cutting areas (i.e. translation of research into market, development of research management skills, strengthening entrepreneurship culture, capacity building activities for Technology Transfer Offices) that may have a larger impact compared to individual thematic focus areas. Project title: Building Capacity for the Economic University to Set up Impact Hub Synopsis: To set up the Center for Social Innovation and Entrepreneurship to become a knowledge hub for the development of healthy social innovation ecosystems in order to solve country's social problems and align with national and city’s Development Plans. Project outputs: 1. Knowledge transfer for the establishment and management of an innovation centre and incubator 2. Capacity building for the core team of the Centre for Social Innovation 3. Train and build a network of coaches/mentors for the Impact Hub, as well as developing transferable training materials 4. Establish a 5-year business plan for the Centre and the Impact Hub, including a social impact measurement plan 5. Build a network of partners necessary to the successful functioning of an Impact Hub Scenario 1

Project title: An Internet of Things based Resilient, Efficient, and Safe Agriculture Ecosystem Synopsis: The project proposes activities to improve human resource skills, research knowledge base, and introducing emerging IoT technologies to the ICT market in country. These activities will enhance market institutions and attract more investment in academic and technology sectors to leverage societal and economic development and welfare. (ODA) Quality of knowledge and skill transfer is ensured through training programmes aiming at enhancing research skills (international collaboration, publication, funding) innovation skills (commercialisation, spin-outs) and research management. Project outputs: 1. Monitor ambient environments under external adverse effects and apply statistical methods to predict potential risks (high resilience of agriculture and IoT networks); 2. Utilise agriculture resources and energy efficiency schemes of various IoT networks; 3. Contribute to capacity building at the university and other research institutes in ICT and agriculture in country, with focus on IoT adaptation. Scenario 2

Scenario 3 Project title: Entrepreneurial Leaders Synopsis: Having recognised national priority for innovation, entrepreneurialism and new business growth and its new innovation strategy to create an innovation ecology that is responsive to local needs and international trends, fosters social harmony, and leads to creativity and excellence. As a response to it we will establish an Entrepreneurial Leaders programme in country. Project outputs: 1. Create a network of 30 entrepreneurial leaders in country, who can drive and embed entrepreneurial behaviour in higher education 2. Establish a centre of excellence for entrepreneurialism in X city 3. Build entrepreneurial thinking into higher education programmes and 4. Develop a co-creation model to support dialogue and research on entrepreneurship and entrepreneurial behaviour between country and the UK 5. Directly engage with developmental needs in country and facilitate opportunities for UK and national institutions to work together building entrepreneurship.

Eligibility Each proposal must have one Lead Applicant from Turkey and one from the UK, submitting one joint application. Individual departments within a single institution can make multiple applications per call provided that the proposed activities and aims are clearly different and that each is led by separate Lead Applicants. Each application by the same department should demonstrate that it will secure matching funds independently from their other proposals. Lead Applicants are limited to one REL application per call. Previous Newton grant holders are encouraged to apply.*

Eligibility (2) Lead Applicants in Turkey and the UK must be based at one of the following Institutions: A not-for-profit higher education institution with the capacity to undertake high-quality research, including their Technology Transfer Offices. A not-for-profit research organisation with the capacity to undertake high-quality research. Lead Applicants can include in their proposals Associated Partners (from both Turkey and the UK) affiliated with: Research or higher education institutions Other Education Organisations/Charities/Foundations Not-for-profit organisations (including non-governmental organisations (NGOs)) For-profit/commercial organisations, including SMEs For-profit organisations are not eligible to apply as Lead Institutions. Furthermore, for-profit organisations are not eligible to receive any grant funds, except to cover travel-associated costs.

Funding and Duration 50% (Up to £40,000 by British Council) (Cash/In-kind Contributions from Lead Applicant’s Institution) Private sector associate partners are only eligible to receive funds to cover travel-associated costs. Service fees are limited to 20% of the total grant. Up to 12 months

Applications sent to reviewers (1 UK+1TR) ODA Checks Joint UK-TR Panel Meeting Applications scored by UK and Turkish reviewers prior to panel meetings. Applications checked for ODA criteria. All scores shared with panel members before the meeting. Joint UK and Turkey Panel meeting: reviewers’ scores discussed, agreed and recorded.

Do you help us for finding a partner in the UK? If we are about to buy some services from our UK partners, does this count under ‘Service fees for UK’ budget item? How can we best show the match funding we will be providing? Can we include associated partners to our project?
