Proposal for new modules for inclusion in Regulation 691/2011
WG Environmental Accounts Proposal for new modules for inclusion in Regulation 691/2011 Physical Energy Flow Accounts (PEFA) Unit E2 Environmental accounts and climate change Luxembourg, March 2012

Work of the NAMEA Task Force on Energy Accounts
Background 1 Driving forces: ESEA 2008: develop Energy Accounts in medium term (i.e.2011) Regulation 691/2011, article 10: proposal for introducing new modules, e.g. Energy Accounts SEEA 2012 and SEEA-Energy DIMESA 2011 Work of the NAMEA Task Force on Energy Accounts Standard tables Manual (compilation guide) Focus on Physical Flow Accounts Does not focus on: Monetary Energy Flow Accounts Energy Asset Accounts (monetary and physical) Working Groups on Environmental Accounts and Environmental Expenditure Statistics March 2012 Physical Energy Flow Accounts (PEFA)

Written consultation: Pilot data collection ESTP training course
Background 2 Written consultation: 10 January 2012 31 January Pilot data collection 9 January 1 March ESTP training course 13-14 February Working Groups on Environmental Accounts and Environmental Expenditure Statistics March 2012 Physical Energy Flow Accounts (PEFA)

Written consultation: general appreciation
Very useful comments and suggestions Countries were mostly positive Working Groups on Environmental Accounts and Environmental Expenditure Statistics March 2012 Physical Energy Flow Accounts (PEFA)

Written consultation: comments
Level of detail: Natural energy inputs, energy products & energy residuals Nace Rev. 2 divisions Table B.o: out Table D: not to report; to be compiled by Eurostat Deadline for reporting: 18 21 months Include complete list of energy inputs, products and residuals in main text Provide conversion factors for each energy flow Working Groups on Environmental Accounts and Environmental Expenditure Statistics March 2012 Physical Energy Flow Accounts (PEFA)
7
Pilot data collection Launched: 10 January – deadline 1 March
Objective: test the tables and compilation guides Actors: members of TF on Energy Accounts Summary of results: There are gaps: energy flows and NACE Rev. 2 (in some cases, energy carriers do not exist in country) Aggregation of energy products is complicated and may generate erroneous results (e.g. double counting) Guidelines need to be improved for uniform interpretation Working Groups on Environmental Accounts and Environmental Expenditure Statistics March 2012 Physical Energy Flow Accounts (PEFA)
8
ESTP Training Course Vienna, 13-14 February 2012 Main outcomes:
No unique classification of energy products uniformly applied in all countries Countries do not report energy balances to Eurostat Energy accounts ask same details as energy statistics Around 90% of energy accounts based on reporting of energy statistics. The remaining 10% relate to resident vs. territorial principle. Working Groups on Environmental Accounts and Environmental Expenditure Statistics March 2012 Physical Energy Flow Accounts (PEFA)
9
Main changes proposed NACE Rev. 2: keep A*64 breakdown
Level of detail for natural energy inputs, energy products and energy residuals: do not change. Working Group to discuss alternatives Complete list of energy inputs, products and residuals: do not include in regulation (rigidity vs. lightening legal text); include in MANUAL Deadline for reporting: 18 21 months Table B.o: out; to be reported on voluntary basis Table D: to be compiled by Eurostat (to be discussed) Conversion factors: to be addressed in manual; not in regulation Eurostat offers to pre-fill questionnaires, but Energy Accounts are good product Eurostat to develop a compilation tool Working Groups on Environmental Accounts and Environmental Expenditure Statistics March 2012 Physical Energy Flow Accounts (PEFA)

Do you agree with and approve the proposed PEFA legal text?
QUESTIONS Do you agree with and approve the proposed PEFA legal text? Do you have further comments and/or suggestions? The final draft will be submitted to the DIMESA for its meeting of April 2012 Working Groups on Environmental Accounts and Environmental Expenditure Statistics March 2012 Physical Energy Flow Accounts (PEFA)
