Eight states that have Republican governors as of January 2018 originally implemented expansion under Democratic governors (AR, IL, KY, MA, MD, NH, VT, WV), and two states have Democratic governors but originally implemented expansion under Republican governors (NJ, PA). *AR, AZ, IA, IN, KY, MI, MT, and NH have approved Section 1115 expansion waivers. ^ME adopted the expansion through a ballot initiative in November 2017; the ballot measure requires submission of a state plan amendment within 90 days and implementation of expansion within 180 days of the measure’s effective date. ◊The WV governor switched parties from Democrat to Republican in August 2017.
