2030 Agenda for Sustainable Development
UN General Assembly adopted the 2030 Agenda for Sustainable Development in September 2015 This Agenda includes 17 sustainable development goals (SDGs) for the world to achieve by 2030 Universal: applicable to all countries, not only the developing world Covers the three dimensions of sustainable development: economic, social and environmental Includes the Addis Ababa Action Agenda as an integral part Within the new EU and international framework, the 2030 Agenda for Sustainable Development (adopted by the UN General Assembly in 2015) in particular served as an important base for the new Consensus.

EU response to the 2030 Agenda
On 22 November 2016, the European Commission set out a strategic approach for achieving sustainable development in Europe and around the world: Communication on the next steps for a sustainable European future Proposal for a new European Consensus on Development Communication on a renewed partnership with African, Caribbean and Pacific (ACP) countries … in addition to the EU Global Strategy on Foreign and Security Policy Responding to the call of the 2030 Agenda for a new common vision for EU development policy, a package of three main documents were adopted by the European Commission on 22 November 2016, including the proposal for a new Consensus.

New development policy contributes to all objectives of EU external action
Art 21.2d Sust. Dev. and Poverty Eradication Art 21.2f Environment Natural Resources Art 21.2e Promote World Economy EU Development Policy As defined in the proposal for a new Consensus adopted on 22 November 2016, the new EU development policy will contribute to all the objectives of EU external action set out in the article 21.2 of the Treaty on the European Union (TEU). Article 21.2 of TEU: "The Union shall define and pursue common policies and actions, and shall work for a high degree of cooperation in all fields of international relations, in order to: (a) safeguard its values, fundamental interests, security, independence and integrity; (b) consolidate and support democracy, the rule of law, human rights and the principles of international law; (c) preserve peace, prevent conflicts and strengthen international security, in accordance with the purposes and principles of the United Nations Charter, with the principles of the Helsinki Final Act and with the aims of the Charter of Paris, including those relating to external borders; (d) foster the sustainable economic, social and environmental development of developing countries, with the primary aim of eradicating poverty; (e) encourage the integration of all countries into the world economy, including through the progressive abolition of restrictions on international trade; (f) help develop international measures to preserve and improve the quality of the environment and the sustainable management of global natural resources, in order to ensure sustainable development; (g) assist populations, countries and regions confronting natural or man-made disasters; and (h) promote an international system based on stronger multilateral cooperation and good global governance." A new Consensus structured around 5 Ps
The structure of the new Consensus (around the 5 Ps) therefore also reflects all the objectives of EU external action set out in the article 21.2 of the TEU.

How to implement the Consensus?
Coordinate better between EU institutions and Member States, more joint programming Focus on results and development effectiveness Think beyond ODA: domestic resources, private sector investment, sound policies Ensure Policy Coherence for Development The new Consensus presents some innovative means of implementation. Differentiated better tailored partnerships with a broader range of partner countries Work with all stakeholders to make a difference

Towards a Joint Statement
November 2016: Presentation of the proposed new Consensus to Council and European Parliament May 2017: New Consensus expected to be adopted by the Council and European Parliament June 2017: New Consensus expected to be signed jointly at the European Development Days July 2017: UN High-Level Political Forum on Sustainable Development If all goes well, the European Council and European Parliament could adopt the proposal for a new Consensus in May 2017. The aim would then be to officially sign the new Consensus in June 2017 during the European Development Days, and further present it in July 2017, during the UN High-Level Policy Forum on Sustainable Development.

Beyond adoption Once adopted, the new Consensus will call for mainstreaming its principles in various development tools. It will have an impact on: Mid-term reviews Development programming and reporting Future development instruments
