The Committee for the Quality of Programmes (CQP) holds the responsible position for the Quality Assurance Management (QAM) within the Romanian Banking Institute (RBI) The main responsibility of the CQP is to approve the professional training programmes, based on quality assessment of the programmes content and according to the expectations and/or requirements of the professional training market of the banking and financial services sector in Romania CQP is composed of 13 members: 3 Deputy General Managers, Consultative Committee Coordinator, Center for Developing and Promoting Programs Manager, Financial and Banking Training Center Manager, Research and Development Center Manager, International Programmes Center Manager, Group Manager of Experts and Financial and Banking Analysts, Head of Department for Short Term Training, Head of Department for eLearning, Head of Department for Development of Financial and Banking Programs, Head of Department for Consulting. 25/11/2018 Dissemination Conference - Athens, 15 February 2008 Conferinţă de diseminare - Atena, 15 februarie 2008

Description of the process The organization’s structures aimed to deliver professional training programmes submit to the CQP the programme project, to be debated and assessed The CQP’s members debate on the programme project, which can be approved, rejected, or postponed based on improvement proposals The CQP decision is taken by absolute majority The CQP decision is communicated in writing to the respective department, together with the motivation and suggestions in the case of rejected or postponed projects requiring improvement or redesigning 25/11/2018 Dissemination Conference - Athens, 15 February 2008 Conferinţă de diseminare - Atena, 15 februarie 2008

Steps of implementation The “political” decision concerning the implementation of the CQP as the responsible structure for quality assurance inside the RBI (already achieved) Elaborating the specific Rules of the CQP, as well as of the working procedures and internal communication procedures, as parts of the Internal Regulation of the organization (already achieved) Designing the internal control procedures concerning the achievement of the established objectives of the CQP Designing the procedures for monthly assessments concerning the quality of the training activities, including the improvement of the CQP operating methodology Objectives of the CQP: To ensure the quality of the training programmes provided to the Romanian banking and financial services sector To achieve an optimum match between the demand and the supply of training for this sector, having in view criteria as: specific content, actuality of data, relevant study cases, updated European regulations in the field 25/11/2018 Dissemination Conference - Athens, 15 February 2008 Conferinţă de diseminare - Atena, 15 februarie 2008

Weaknesses of the current practice The difficulty to identify all the aspects of a highly diverse and rapidly changing demand for professional training products The internal control structure and procedures are not focused enough (as methodology is concerned) on quality assurance but mostly on matching the demand The communication, assessment and reporting procedures related to the quality assurance process are not enough integrated in the standard organizational procedures, therefore offering a slow feed back reaction Weak organization of an effective monitoring of the activity of the graduates 25/11/2018 Dissemination Conference - Athens, 15 February 2008 Conferinţă de diseminare - Atena, 15 februarie 2008
