3. Unitary All power is given to the central government
The central government may share duties to smaller political units but has final authority
No citizens are allowed to participate in govt.
Examples: France, Italy, Japan, South Korea, Kenya

A loose alliance of countries or other political units like states can be unstable
Each unit has final control of its own laws and citizens
The central government only makes decisions on issues that affect the entire confederation
Central govt. is made up of an alliance of smaller govt.

Central govt. only has enough power to survive and the local govt. has final control of its own laws
Examples: Confederate States of America, British Commonwealth of nations, United Nations

7. Federal
Power is divided between the central government and the smaller political units
Central government handles issues that concern the entire country
The central and local govt. both have a lot of power
Smaller governments handle local affairs
Examples: USA, Canada, Mexico, Brazil

Citizens have restricted participation in government
Average citizens have few/no say in govt. or rights.
Example: apartheid system in South Africa, Mean Girls

14. Democratic Citizens hold all the power Citizens have voting power
All citizens have equal rights

Example: USA

-Legislature and executive leaders are chosen by the citizens
-Executive leader = president
-Has separation of powers
