Management Action Plan (MAP) M6B1.5: Collaboration with PPUC in line with Energy Policy & Strategic Action Plan to Develop long-term sustainability measures such as maintenance agreement, spare parts, and capacity building outside of the warranty period for renewable energy projects and to mobilize resources to rehabilitate renewable energy systems as appropriate. Energy Administration Act Development of an RoP Energy Framework (under consultation) The development of a new Energy Administration – this requires obvious restructuring –an upgrading of the functions resources and skill sets of the Palau Energy Office (PEO) The integration within the framework of the functions of the Palau Public Utility Corporation (PPUC). The consolidation of the role for the National Energy Committee. The development of more transparent and accountable energy management guidelines; and The development of a new robust Energy Act and enabling Regulations

Policy and Institutional Reform PPUC is now revisiting their Master Plan so that it is in line with National Energy Policy & Strategic Action Plan NET METERING ACT passed into law Development and support of the establishment of a Renewable Energy Division at PPUC Capacity building in Renewable Energy Technology PPUC Tarrif Review Study done in 2009 – adoption and implementation of consultancy recommendations enacted in Oct 2012 PPUC Renewable Energy Framework Consultancy completed Grid Stability Report Grid – Connection Guidelines, Regulations and Standards Renewable Energy Tariff Analysis Capacity Assessment and Training Plan Investment Analysis PPUC Policy Paper RFP and IPP templates

Capacity Building RE & EE Energy Audit Trainings/Workshops Service to public now available through PPUC Energy Efficiency and Renewable Energy Courses integrated into PCC Curriculum Energy Efficiency Training/workshops Vital support to the sustainability of the NDBP Energy Loan Programs Renewable Energy Training/ workshops Vital support to the sustainability of the NDBP Energy Loan Programs HOMER software training for Solar PV/Diesel Hybrid system design and analysis Currently utilized in the PPUC Renewable Energy Division (RED) for projects to outer islands and analysis of all diesel generators in operation.
