7 Involvement of private for-profit sector
Development partner Occupier Freehold owner Developers’ return allowed to encourage investment. Capped at 15% Development partners – so take a profit out of rental. Occupier – need to be paying a market rent to the NFP Freehold Owner – capital investment , retain the freehold, then lease to NFP. These are just examples and there can be other models. 8 State Aid Rules and the Conservation Deficit
State Aid rules apply where HLF funds projects that generate a commercial income HLF can only fund the additional heritage related costs of development Funding restricted to the “conservation deficit” B (project cost) – C (market value) = A (conservation deficit) No conservation deficit = no grant State aid rules. Producing some specific guidance. HLF has an exemption for our programmes – but only when we fund the additional heritage bits. Our exemption also says – free and unfretted public access.
