What is Polystyrene Foam?
Commonly, but mistakenly referred to as Styrofoam, polystyrene foam, particularly expanded polystyrene (EPS), is a type of single use plastic that is used for cups, bowls, plates, containers, meat trays and egg cartons.
Polystyrene foam does not biodegrade, rather it photodegrades—breaking down into smaller pieces and is one of the most abundant forms of marine and terrestrial litter found along roadways and beaches.
This material is known to create a serious threat to our natural environment and to human health. Studies have shown that 25% of all fish in CA stores has trace amounts of plastic.
The City’s Climate Action Plan has a goal of zero waste by 2040.
There are 116 jurisdictions in the State of California, including San Francisco, San Jose, Imperial Beach, and Encinitas, that have banned the distribution and sale of polystyrene foam.

3. BANNED UNDER THE PROPOSED ORDINANCE
This ordinance bans the sale and distribution of p.f. products, including:
Food Service Ware;
 (cups, bowls, trays, plates)
Coolers, ice chests, or similar containers;

Meat and fish trays; and
Egg Cartons

4. RESTRICTED UNDER THE PROPOSED ORDINANCE
Single use plastic utensils and straws will only be available to restaurant customers by request only.

5. BUSINESS ASSISTANCE ASSISTANCE FOR BUSINESS DURING TRANSITION
LIST OF COST- EFFECTIVE ALTERNATIVES
WAIVERS AVAILABLE
The proposal works with businesses, large and small, to transition away from EPS products to more sustainable products.
The ordinance requires the Director of Environmental Services Department to make available and maintain a list of suitable and cost-effective alternatives.
Waivers will be made available to any business that demonstrates a financial hardship or currently has a EPS product under contract.
Waivers are available for up to 24 months.

Ordinance is expected to be heard by the full City Council in early October.
