1 CASBE USING THE PLANNING SYSTEM COLLABORATING ON BUILT
FORM ENERGY EFFICIENCY USING THE PLANNING SYSTEM CASBE is a group of like minded councils operating an unincorporated governance system auspiced by the MAV We are a network of Victorian Councils working together to create a sustainable built environment. CASBE Council Alliance for a Sustainable Built Environment

2 ecologically sustainable development (ESD)
We focus on applying ecologically sustainable development (ESD) principles to the built environment through the statutory planning system using the SDAPP framework: Sustainable Design Assessment in the Planning Process Council driven Very engaged group Officer level participation

3 CASBE 2016 18 member councils:
2.73 million residents – 40% of Victorians covering 3,284 km2 approx. 40% of state planning activity CASBE 2016

5 COLLABORATIVE APPROACH
CASBE councils have been working together for more than 10 years We have always supported a state wide approach to sustainable outcomes in the built environment. In absence of a useable state based framework, CASBE has developed an alternative approach. We understand that the development industry prefers a consistent set of requirements across council boundaries. Our collaborative governance model, using shared resources, has supported the participation of a broad group of councils. This has enabled innovation. COLLABORATIVE APPROACH

6 INFLUENCING ENERGY OUTCOMES
Energy use in a building is determined by: Passive design of the building Performance of the envelope Efficiency of the fittings, fixtures, appliances and equipment Behaviour of the building user. Can impact on first three, can influence last Early consideration of these issues directly impacts on: the life long energy performance of a building the overall ownership costs of that building the level of thermal comfort of occupants

7 Strategies that reduce the environmental impact of a building should be considered throughout the entire procurement process, from inception to realisation. Addressing sustainability issues early in the design process is the key to a successful building outcome.

8 Sustainable Design Assessment in the Planning Process (SDAPP)
Refers to the consistent inclusion of key environmental performance considerations into the planning permit approvals process in order to achieve more sustainable outcomes for the long-term benefit of the wider community

9 SDAPP Identifies 10 key sustainable design criteria:
Indoor environment quality Energy efficiency Water resources Storm water management Building materials Transport Waste Management Urban Ecology Innovation Ongoing building and site management

10 SDAPP Sustainable Design Assessment (SDA)
The scale of a project has an impact, so two reporting approaches are used. Sustainable Design Assessment (SDA) Sustainability Management Plan (SMP)

11 Introducing BESS! Built Environment Sustainability Scorecard

12 An online tool that assesses the
environmental performance of a full range of building types and combinations. Aligns with the SDAPP framework Can be used by planning applicants to define their response to Environmental Sustainable Design (ESD) at the planning stage.

24 ESD POLICY On the 19 November 2015,
6 Victorian Councils had their local ESD Policies gazetted, 5 years after obtaining approval to exhibit, and more than 16 years after they were first drafted.

25 Did you know? Industry experts who reviewed the proposed ESD Policies in 2013, (which are based on the SDAPP framework), found the proposed policies to be relevant, cost effective and generally supported by the development industry. ESD POLICY

26 Each council has their own triggers for the policy, based on their development profile.
