5. COLLABORATIVE APPROACH
CASBE councils have been working together for more than 10 years
We have always supported a state wide approach to sustainable outcomes in the built environment.
In absence of a useable state based framework, CASBE has developed an alternative approach.
We understand that the development industry prefers a consistent set of requirements across council boundaries.
Our collaborative governance model, using shared resources, has supported the participation of a broad group of councils. This has enabled innovation.

6. INFLUENCING ENERGY OUTCOMES
Energy use in a building is determined by:
Passive design of the building
Performance of the envelope
Efficiency of the fittings, fixtures, appliances and equipment
Behaviour of the building user.
Can impact on first three, can influence last
Early consideration of these issues directly impacts on:
the life long energy performance of a building
the overall ownership costs of that building
the level of thermal comfort of occupants

7. Strategies that reduce the environmental impact of a building should be considered throughout the entire procurement process, from inception to realisation.
Addressing sustainability issues early in the design process is the key to a successful building outcome.

8. Sustainable Design Assessment in the Planning Process (SDAPP)
Refers to the consistent inclusion of key environmental performance considerations into the planning permit approvals process in order to achieve more sustainable outcomes for the long-term benefit of the wider community

24. ESD POLICY On the 19 November 2015,
6 Victorian Councils had their local ESD Policies gazetted,
5 years after obtaining approval to exhibit,
and more than 16 years after they were first drafted.

25. Did you know?
Industry experts who reviewed the proposed ESD Policies in 2013,
(which are based on the SDAPP framework),
found the proposed policies to be relevant, cost effective and generally supported by the development industry.
