Introduction: Main Strategic Goals
Full coverage of the population within planned timetable and budget as well as reduced levels of no- compliance through well design and comprehensive media campaign. Quality standards are fully adopted in collecting and producing census results within specified time table. Ensure responsiveness of Census returns to the needs of various stakeholders through involving them in the process of specifying census content. Legal and ethical standards are applied to protect the confidentiality of individual responses in data collection operations and dissemination of findings. Rationalize census cost through adopting clear cost- effectiveness procedures. Ensure full-integration with other data-bases in the Country.

Census Methodology: Place of Enumeration
Based on the Country priorities, Egypt’s census adopted place of usual residence as the place of enumeration. based on the person's presence during the threshold of 12 months; where he has lived continuously for most of the last 12 months (at least six months and one day), not including temporary absences for holidays or work).

Census Methodology: Data Collection
Household/ individual characteristics and living conditions information are to be collected through two forms: Long Form: collected from about 10% of enumerated households; Short Form: covering the balance (90%). However its content are fully covered by the long one. Data collection through: Face-to-face interviews; or Self-enumeration by members of the household.

E-Census Concepts Develop an integrated comprehensive technological system that responds to the strategic goals of the census based on: The international main principles and recommendations required for undertaking an efficient census. To Provide the Country with accurate, trustworthy and timely fundamental data for strategic planning and development at various administrative levels.

E-Census Components E-census is developed to include:
A full computerization of all census processes, at all levels, through both the tablet, the internet and the utilization of digital maps; Establish secured direct connection between field workers and the Data Center (DC) at headquarter to transfer the data to the national data base; Establish and sustain a supportive technological environment for centrally managing the tablet, follow-up. Establish effective mechanisms to provide immediate necessary support to field workers and enumerators to ensure successful implementation of all census processes.

E- Census Applications
Computerize all census processes including planning, preparation and implementation as well as managing work areas, field work teams and automating the full business cycle for all phases and employees. Collecting census data through the Tablet and the Web considering all possible validation rules, consistency checks and edits: Adopting full quality control procedures at the field and through call backs. Allow self enumeration for those households expressing interest; Producing preliminary and final census returns on the Web.

E- Census Applications: Back End
Centrally preparing and managing census activities including: Detailed follow-up of field operations, communication and specify daily assignments; Managing control data transfer operations; Central operation room and support units; Quality control sampling and procedures; Follow-up training and asset management; Producing frames for households and establishments; Coding; Buildings and units unique identification number; Self-registration; and, Preliminary and final census returns.

Technology Infrastructure
Main and back-up data center at CAPMAS and Te-data company (Smart Village) as well as data security; Prepare Tablet for dissemination and managing the movements in the field; Centrally managing the Tablet using Mobile Device Management (MDM) and follow-up its utilization Secured local internet at inspectors field offices.

Technical Field and Support Services
Phone and field technical support including about 2500 field technical support staff; Call Center responsible for answering households questions, review frames for self enumeration to contacting them and provide TA when needed ; Governorate offices for Tablet maintenance and services; Mobile Closed Business Group; Producing reports & using business Intelligence (BI) and DWH for monitoring performance to the lowest enumeration areas and analysis.

E- Census Technical Preparations
Data center and management of databases including servers, database systems, security systems, networks, data storage units and their necessary requirements for power, air conditioning and protection systems. It represent the backbone of the whole technological system; Communication network and data transfer lines (MRTG); Equipments for load distribution and security; Sufficient number of server and databases.

E-Census Achievements
Uploading electronic geographical maps and Household frames automatically, at the central level, to all Tablet in the field. Instant update of electronic maps (addition or deletion) on the tablet, and transfer changes being approved to the DB; (updating maps DB) Reducing required time for data collection processes (Saved-time); Ensure high levels data quality, results of instant adoption of validation rules and mechanisms, in regards of quality control procedures (re-interview, call backs,..), Effective control and simultaneous follow-up of all field operations and working teams;

E-Census Achievements (1)
Electronic lists of HHs to be covered by both long and short forms; High-level efficient technical support for the Tablet through both the help desk and the call center which enable fieldwork to efficiently carry out their work; Elimination of time-consuming comparing to traditional census stages, such as data entry (OCR), desk review and data validation, which carried out electronically by the tablet, leading to speed extraction of the census results.

E-Census Achievements(2)
Speed connection with fieldteams and technical support (Call Center, SMS, field support); Managing Tablet units and updating applications, frameworks and mapping centrally (Mobile Device Management, MDM); Remote efficient control and follow-up, at both centralized and decentralized levels; Establish fully integrated national database through liking the data at the HH level to the national system for establishing the unified number of buildings, housing and establishment units.

E-Census Main Challenges
Complete all fine-tuning changes to the e-census applications to enhance its effective utilization in the field and the full adoption of validation rules; To ensure the efficiency of the infra-structure for the e-census and its capacity to handle the expected load of work; Manage the process of data transfer and accumulating volume of records on Tablet: organizing the process of SYNC and the number of current enumerators of the service, and properly disseminate the load of work; Proper selection of qualified needed human resources to timely carry out the various census activities, especially field work, and their training.

Quality Control Process
The overall plan for the census focus attention on adopting a total quality control approach which cover all census operations. Total quality control approach is to be working on two dimensions: Quality of procedures implementation through special follow-up check-list at all stages; Data quality which be carried out through: Re-interviewing randomly selected HH and compare both data sets; Re-check a randomly selected sample of those who completed the questionnaire without or outside the range of GPS; Revise the collected data for some specific questions through the call center.

Media Campaign An intensive media campaign planned to accompany the various stages of the census in order to enhance people awareness about the process and ensure their collaboration; The selected media campaign started work in preparing the various components; The framework and structure of the planned campaign is elaborated and covers two parts: Design, develop and disseminate relevant messages using all possible sources of communications; Outdoor components to cover all open places in various governorates.
