4. Support a Special Exemption
Request that the DEA grant registered Reverse Distributors and Analytical Labs a special exemption to transport, receive, test and properly destroy marijuana from State licensed facilities, outside the current closed loop of Pharmaceutical distribution.
Exemption approval is at the DEA Administrator Level
The Result is a Closed Loop Marijuana Distribution System

Provide the DEA Administrator support in giving a Special Exemption to Reverse Distributors and Analytical Labs to transport, receive, test and properly dispose of marijuana.
Limited in Scope without further change to the Controlled Substances Act
