European data policy: Data Economy and Data for Policy
ESS Big Data Workshop 2016 Ljubljana, 14 October 2016 Marta Nagy-Rothengass Head of Data Policy and Innovation Unit, DG CONNECT, European Commission
2
Data Economy has many facets
Data has become a resource in various sectors: Publicly funded data, institutional and private data Data offers new opportunities: Combination of different types of data (e.g. geo, traffic and tourism; business and open) Data activities generate externalities, positive (reuse, new business models and services) and negative (privacy, data overflow) Competitive advantage is to offer the right data to the right people at the right time
3
The challenges for the EU
Seize the opportunities provided by the data economy: higher growth, more and better jobs, better-quality and more personalised products and services; Boost Europe's capabilities to embrace the potential of the data economy in all sectors; Preserve European values (e.g. personal information protection, multilingualism)
4
Europe needs an efficient data ecosystem
5
Data-driven applications …
telecom home automation health lifecycle management water management information marketplaces traffic management market research … will revolutionise decision making! … have great economic potential! energy management
6
EU actions aim at: Ensuring a data-friendly policy and regulatory environment (e.g. privacy, IPRs, security, ownership) Developing a well-functioning European data ecosystem for a Digital Single Market Supporting competence (skills) Building of secure and reliable infrastructure Enhancing data availability and interoperability Promoting multilingual solutions Building EU-wide data-community
8
Deliver on the Free Flow of Data Initiative
Objectives To tackle restrictions on the free movement of data To address emerging issues (ownership, interoperability, usability and access to data) DSM – Free Flow of Data initiative Communication on Building a European Data Economy Legislative proposal to tackle data localisation restrictions
9
In the meantime: 4 Communications adopted on 19 April 2016:

Data skills : European Data Science Academy
Objectives of EDSA: Ensure the availability of a sufficient number of skilled data professionals across Europe Analyse the required sector-specific skill sets for data analysts across main industrial sectors in Europe Develop data science curricula Deliver trainings based on these curricula Resulting from H2020 call ICT-15: Big data and Open Data Innovation and take-up in H2020 WP Coordination and Support Action, i.e. main goal is not to develop a tool (as common in most ICT projects), but to identify skills gaps Partners: The consortium comprises partners from academia, research institutes and industry. The coordinator is the Open University ( UK). Further partners are University of Southampton (UK), Jožef Stefan Institute (SI), Fraunhofer IAIS (DE), Open Data Institute (UK), Royal Institute of Technology (SE), the innovation platform ideXlab (FR), the data science company Persontyle (UK) Eindhoven University of Technology (NL)

Data-driven capabilities: Transforming statistics into knowledge
Not only for the benefit of the private but also of the public sector Public datasets are a major support to data-driven approaches for policymaking administrative (open) data and statistics about populations economic indicators education, etc. Other side of the same coin: privately-held data (e.g.from social media, sensors and mobile phones) are new data sources for policymaking
