South Carolina Career Readiness Assessments Training Webinar
Paper Based Testing Hello everyone and welcome to the Paper Based Testing training webinar. WIN Learning is proud to partner with the State of South Carolina to provide the Career Readiness Assessments for all 11th graders. Since February 6, we have been working diligently with the Department of Education to make this process seamless and smooth. The purpose of this webinar is to provide you with the steps to successfully deliver the paper-based assessments to your students. We will make this PowerPoint available for you to use for your site trainings via the Resources page in our Career Readiness portal. We are also recording this webinar for you as well. The Assessment Administration Guide and a copy of this PowerPoint is available for download from the handouts of this webinar. Because there are many people on this webinar we cannot open the microphone during the webinar. If you have questions, please type them into the chat box. They will be answered real time by WIN and we will discuss some of them at the end of this webinar if we have time.

Accommodations Testing Window
WIN Career Readiness Assessments KEY TESTING DATES Initial Test Dates 4/17/2018 4/18/2018 Accommodations Testing Window 4/25/2018 Makeup Test Dates 4/24/2018 Our topic today are the paper-based assessments. As you can see, our window of testing is from April 17 – April 25. The initial test dates are April 17 and 18. Districts can choose one day of testing either April 17 or 18, or they may elect to test over the two days on April 17 and 18. The accommodations window is April 17-25, so testing for students who need accommodations may occur anytime during that window. The make-up days set aside for testing is April Again, you may opt for a two-day administration if you wish.

Time Applied Mathematics 55 minutes Reading for Information Locating Information Essential Soft Skills 60 minutes There are four Career Readiness Assessments totally about 4 hours of testing. Applied Mathematics, Reading for Information and Locating Information are the foundational employment skills. These assessments were developed using data from the Department of Labor SCANS report and the Department of Education Employability Skills Framework. When a student successfully completes these three assessments, they earn a certificate at the Bronze, Silver, Gold or Platinum level. This same research is used with most all occupational profiles for business and industry nationwide. The fourth assessment measures the Essential Soft Skills that employers demand. When students successfully complete this assessment, they earn an Essential Soft Skills Certificate. Students can take these certificates to an employer, add to a resume and attach to a job application. Together, these four assessments combine the “hard academic” skills and the “soft skills” that employers are requesting. With that overview, let’s talk about how these assessments are administered.

District Test Coordinators: Receiving the testing material: Coming from our partner Scantron Arriving between April 9-12 Items include Test Booklets, Answer Sheets, Instruction Sheet, Test Tracking Log, and Return Address Label Steps to take upon arrival: Inventory the materials and fill out Test Packet Tracking Log included in the shipment Store in a secure location until testing We understand there are different roles in the State of South Carolina; that each district has a District Test Coordinator, each school has a School Test Coordinator, and schools may use instructors/proctors to administer the assessments. We will break down the different duties of each role for you. **District Test Coordinators will receive the test booklets from our partner Scantron. For the largest 11 districts provided to us by the Department of Education, the schools will receive the shipment of materials directly from Scantron. They should arrive between April The Test Tracking Logs and Return address labels are intended to stay with the DTC. Schools will receive the test booklets, answer sheets, and test instructions. **Your initial activity will be to inventory the materials and fill out the Test Tracking Log to make sure everything in included. **Then place the tests in a secure location until transferring them to the schools. All schools will receive: 10% overage of blank answer sheets with a minimum of 5. 5% overage of test booklets with a minimum of 3.

When Scantron sends out the test materials, the DTC or STC at the 11 largest districts will receive an with the tracking number from UPS so you can plan when to expect the testing materials.

Here is a copy of the Test Tracking Log sent by Scantron. The purpose of this form is to track the materials from Scantron, to the District, and back to Scantron. For the largest school districts, the School Test Coordinator will fill this form out when their shipment arrives. This form should stay with the Coordinator who initially received the materials.

Here is a copy of the Chain of Custody Form. This is an optional form to help you keep track of the testing materials and can be found in the online resource center. This is an internal document and does not need to be returned to Scantron. This is used if the materials are transferred to a separate school site or special program by the DTC or STC. The use of this form is voluntary. When transferring to other sites, please maintain test security protocol. The DTC and STC should follow the state and district’s existing policies regarding the handling of secure content.

When testing is complete, please return the test materials immediately – preferably within 24 hours. Simply attach the UPS label and either take to a local UPS store or ask for a pick-up. Please return all materials after all testing is complete. If you have make-up tests, return all materials together after the make-up date, but no later than April 26.

Each test booklet will have a cover sheet and students should fill it out before testing begins. The most important information is the Test ID and Test Version, which must be bubbled in by each student. This lets us know which version of the test the student took so it is vital that this information is bubbled in correctly.

**The answer sheet has already been printed or pre-slugged for your students and first/last names as well as the school name and school ID will appear on each one. We used the student data file sent by the State on March 5. Please make certain that each student gets the correct answer sheet. We realize that schools may new students or transfer students. If a student does not have an answer sheet or the information on the answer sheet is incorrect, you may use a blank answer sheet and instruct the student to fill out and bubble in the appropriate information. Complete instructions can be found in the Assessment Administration Guide. Instructors may do this for the student ahead of testing. All information is vital. 1. **The test ID and Test Version must be completed by every student 2. We will use the State ID number with the name and birthdate to identify students. 3. **Also, notice on the bottom is a place to bubble in if the student used accommodations while taking the test. This should be completed by the instructor/proctor.

Missing or Incorrect Material: If inventoried materials are not correct, the test administrator should contact the WIN Learning Help Desk immediately at or Please inventory your delivery as soon as it arrives in case there is a discrepancy. If you do not have all of your materials, please notify our support center immediately. If there is time we will overnight materials to you. If an answer sheet is not coded correctly or you have new or transfer students please use a blank answer sheet for that student.

School Test Coordinators: Receiving the testing material from the DTC: Items include Test Booklets, Answer Sheets and Instruction Sheet Steps to take upon arrival: Inventory the materials and fill out Chain of Custody Form Store in a secure location until testing School Test Coordinators get the materials from the District Test Coordinators (except in the 11 largest districts where they will receive the materials directly from Scantron). When you receive them, please inventory the materials and then secure them in safe location until testing.

School Test Coordinators: Testing Day: Testing rooms are reserved and free from distractions All test instructors/proctors have signed the Security Agreement and understand South Carolina’s test security laws, regulations, and policies. For testing sessions divided into two days, the STC will collect the test booklets and answer sheets after each session, lock the materials in a secure location, and redistribute to the same examinees at the start of the subsequent testing session. All testing material is collected and secured after testing is complete. On testing day, follow proper assessment procedures. As testing coordinators, I know you all are familiar with testing protocol. These assessments are no different. **Get the rooms readied, **instructors and proctors vetted in keeping with the South Carolina test security regulations and policies, and **maintain test security during all phases of testing. **Collect all materials and secure after testing is complete. Breaks between assessments are permitted. The test booklets will have all four tests, and there is one answer sheet for all four tests. Calculators and scratch paper can be used for the Applied Mathematics assessment. Be sure to collect all scratch paper and shred it after testing is completed.

Instructors/Proctors: Testing Day: Every testing room has the proper testing materials, including #2 pencils, a calculator, scratch paper, and tests booklets Testing rooms are reserved and free from distractions Directions are read aloud to the students before each assessment Keep communication between the proctor and the students to a minimum. Let students know that it is okay if they do not know a specific answer and encourage them to choose the best answer. All test violations are reported {Read Screen} #3 Your instructors or proctors should use the Assessment Administration Guide to get the instructions to be read aloud to students. This guide has been sent to the District Test Coordinators. It is also available from our Resource Center found in our online portal. All District Test Coordinators and School Test Coordinators at the 11 largest districts have access to this portal. You will be sent an with this access information after this webinar. If you require access to the WIN Career Readiness portal, please contact your District Test Coordinator.

Instructors/Proctors: Testing Day: It is the responsibility for the instructor to distribute the test booklets and answer sheets to the correct students. If the student’s information is incorrect or a student doesn’t have pre- printed answer sheet, have students fill out a blank answer sheet The student bubbled in the test booklet ID and version. The section of the answer sheet used to enter responses matches the assessment indicated on the cover of the actual test booklet used by the student. All erasures are complete and that there are no stray marks. Collect the test booklets, answer sheet, and any scratch paper from each student. As you can see, the process for administering the WIN Learning Career Readiness Assessments is very easy. [Read each entry and emphasize #3 – very vital!]

Instructors/Proctors: After Testing: After the assessments are complete, all scrap paper should be collected by the STC and shredded promptly. After testing, all testing material is collected, secured, and returned to the STC and inventoried. After testing, the instructors should collect all assessment materials and scratch paper. Shred the scratch paper and inventory the assessment materials.

School Test Coordinators: After Testing: When the testing materials are collected from the students after testing, the STC will verify the testing materials being returned matches the testing materials distributed. Do NOT staple, fold, or apply adhesive tape to test answer sheets. After all testing is complete, return all materials to the DTC, including all used and unused materials. If test materials were sent directly to your schools(in large districts), please follow the instructions on the next slide. READ Screen! Most School Test Coordinators will return their testing materials to the District Test Coordinators. The STC’s should inventory all supplies and return them securely to the DTC. All test booklets and answer sheets, whether used or unused must be returned to Scantron.

District Test Coordinators: After all testing is complete, submit the testing materials immediately to Scantron by applying the return shipping label to the outside of the box. To avoid confusion and delays, remove all other shipping labels. Test booklets, test answer sheets (used or unused), and the test tracking log should be carefully packaged and shipped using the label provided. After Testing: The District Test Coordinators will make certain the inventory of tests is complete and return all materials – used or unused – to Scantron. Use the prepaid “Return Address Label” to return all supplied. Include the Test Tracking Form in the box and keep a copy for your records. There is a physical address to Scantron in the Assessment Administration Guide if the prepaid label is not usable or you need more than one.

District Test Coordinators: After Testing: Please make a copy of the test tracking log for your files. All testing materials must be shipped back to Scantron immediately after all students finish the assessment. The deadline to return the assessments, including make-up tests, is April 26, 2018. The deadline to return all materials is April 26, the day after make-up testing. If you have completed all assessments before that date, please return materials when 100% of testing for your district is complete. Please keep all testing materials in a secure location until they are returned.

Reports: District test scores will be available by May 15, 2018. Available online from the WIN Career Readiness Portal Scores and certificates will be retrieved from there Scores will be available online by May 15. All district test coordinators and school test coordinators at the largest districts will have access to the WIN Learning portal. Here you can look up test scores and print certificates for students. Students will also be enrolled in the portal and you can give students access to the online portal so they can print their own certificates to attach to a resume, add to a portfolio or take to a job interview. There will be two certificates if earned – the Ready to Work Certificate and the Essential Soft Skills Certificate. These future webinars will present how to access individual student test scores and print certificates if you wish. Printing certificates is optional.

Accommodations: Schools ordering braille test booklets or large print test booklets should send the following information to with the following format: Subject line: Braille booklet request or Large Print Booklet Request by April 1, 2018: District Name School Name Student Name (first and last) Student Date of Birth Student State ID Number of UEB booklet(s) (Braille only) Number of EBAE booklet(s) (Braille only) Name of Contact person to receive booklet(s) Mailing Address where to send booklet(s) Contact information for person ordering the booklets in case there are questions about the order. WIN Learning is committed to equal access for all students and we strive to provide customized materials as needed. Notifications of the accessibility accommodations must be sent to the DTC prior to testing. There is a place on the student answer sheet where you can indicate that special accommodations were given to a particular student. This information on the screen is also found on page 20 in the Assessment Administration Guide. When ordering a Braille or Large Print test booklet, please follow these instructions. Ordering can be done via an to our support department. Both UEB and EBAE Braille tests will be available by the testing date. WIN Learning will follow all South Carolina accommodations testing protocol, including the “conflict of interest” issue.

Accommodations: Within the Assessment Administration Guide, there are sections with specific directions on administering tests with accommodations beginning on page 20. We do have a section on accommodations in our Assessment Administration Guide, and we understand the State of South Carolina is also issuing a memo with additional information.

Some Reminders: Make certain that students have bubbled the correct test ID and version onto their answer sheet. Note: All test booklets MUST be returned whether they were used or not. If accommodations were provided, please indicate by filling in the accommodations bubble on the student answer sheet. Schools should not share blank answer sheets. The deadline to return the assessments, including make-up tests, is April 26, 2018. Here are some important reminders concerning administration of the WIN Learning Career Readiness Assessment. Students need to bubble in the Test ID and Test Version in order for scoring to be accurate. There are two versions of the test and so this step is vital for correct scoring. Please return all materials to Scantron – used or unused. Include the Tracking Log. Please indicate if any accommodations were provided by bubbling in the appropriate space on the answer sheet for the individual student. Answer Sheets have been precoded with the school ID – even the blank ones. Therefore, please do not share blank answer sheets. If a student transfers to a different school, please have them fill out a blank answer sheet at their new school so the school code will be accurate. The deadline to return all materials is April 26. Please return materials earlier if all testing is complete. We want to have test scores to you all by May 15 so timely return of all testing materials is vital.
