1 Chapter 11 Vocabulary American Government

2 Expressed Powers – written in the Constitution
Implied Powers – by reasonable deduction from the expressed powers Tax – a charge levied by the government on persons or property to meet public needs Public Debt – all of the money borrowed by the government over the years and not yet repaid plus the accumulated interest (also called National Debt)

3 Commerce Power – the power of Congress to regulate interstate and foreign trade
Legal Tender – any kind of money that a creditor must by law accept for the repayment of debts Naturalization – the process by which citizens of one country become citizens of another country Eminent Domain – the inherent power to take private property for public use Appropriates – assigns to a particular use

4 Necessary and Proper Clause – a clause in the Constitution that gives Congress the power to make laws which are necessary and proper for the government to operate effectively Doctrine – a principle or fundamental policy Successor – a replacement Impeach – to accuse and bring formal charges against a public official Perjury – lying under oath

5 Subpoena – a legal order directing one to appear in court and/or to produce certain evidence
