To our knowledge, first time such methods used for urban regeneration
Unit: the 70 programme areas
« Comparison » not « control » group: similar non-URBAN areas, preferably in same or nearby city

Indicators: unemployment, demography, national deprivation indices (large MSs)
Statistical methods: DiD, simple PSM
« Heroic » nature (data, controls, sample sizes) – it’s a pilot only!
Comparison with other methods (parent city, national trends) to assess validity
